STATE SUPPORT OF DEVELOPMENT OF SMALL FORMS OF MANAGEMENT IN AGRICULTURE | ГОСУДАРСТВЕННАЯ ПОДДЕРЖКА РАЗВИТИЯ МАЛЫХ ФОРМ ХОЗЯЙСТВОВАНИЯ В СЕЛЬСКОМ ХОЗЯЙСТВЕ

Inglés. An important condition for the progressive development of the agroindustrial complex is the development of subjects of small forms of management in agriculture. In the structure of agricultural production of Ulyanovsk region small forms of management play an important role in the agricultural economy, accounting for more than 50 % of all manufactured products. The agrarian way of life of small-scale production in the region has a positive and significant growth potential, realization of which currently depends on the economic policy of the state. In 2012, the departmental target program "Support of newcomers farmers" and “Development of family livestock farms on the basis of peasant (farmer) farms” have been adopted for their implementation in the regions for the period of 2012-2014. According to the results of the implementation of the activities of these target programs in Ulyanovsk region, it can be mentioned:- activities to support newcomers farmers are in demand in the region and contribute to the creation of new permanent workplaces in rural areas in the regions (in 2012 - 21 workplaces were created in 2013 - 26)

- стимулируется создание новых крестьянских (фермерских) хозяйств на основе личных подсобных хозяйств, ведущих товарное производство сельскохозяйственной продукции (в 2012 году по сравнению с 2011 годом численность крестьянских (фермерских) хозяйств возросла на 8,3 %, в 2013 году по сравнению с 2012 годом – на 24,4 %)

Важным условием поступательного развития агропромышленного комплекса выступает развитие субъектов малых форм хозяйствования в сельском хозяйстве. В структуре сельскохозяйственного производства Ульяновской области малые формы хозяйствования играют важную роль в аграрной экономике, на их долю приходится более 50 % всей произведенной продукции. Аграрный уклад мелкотоварного производства в регионе обладает позитивной динамикой и значительным потенциалом роста, реализация которого в настоящее время зависит от экономической политики государства. В 2012 году были приняты ведомственные целевые программы «Поддержка начинающих фермеров» и «Развитие семейных животноводческих ферм на базе крестьянских (фермерских) хозяйств» для их реализации в регионах на период 2012-2014 гг. По итогам реализации мероприятий данных целевых программ в Ульяновской области можно отметить:- мероприятия по поддержке начинающих фермеров востребованы в регионе и способствуют созданию в регионах новых постоянных рабочих мест в сельской местности (в 2012 году создано 21 рабочее место, в 2013 году – 26 мест)

- реализация мероприятий является мерой «зеленой корзины» и не входит в число ограничений ВТО.
