On the issue of the consequences of national currency devaluation for AIC markets | К вопросу о последствиях девальвации национальной валюты для рынков АПК

Inglés. The study analyzes the consequences of ruble devaluation which can be observed in AIC resource and food markets in 2013-2015. It points out the trend towards achieving the parity of export and domestic prices in AIC resource markets. The choice to sell these resources in the Russian market rather than export them can be stimulated either through the introduction of export duties or by means of providing compensation in the form of targeted subsidies to agricultural producers for the purchase of such resources. The work emphasizes the necessity to differentiate the approaches to regulating AIC markets with the consideration of their specificity. The markets of agricultural raw materials are characterized by lower flexibility in devaluation conditions. This is connected with the impossibility of the quick fulfillment of the growing need for current assets by means of a bank credit. This requires additional regulation, namely the "specific type of support" in the terminology of World Trade Organization. The study notes the growing importance of the export of grain crops, as well as the drawbacks of the customs-tariff regulation of this market. There were suggestions of improving the method of export duty calculation, in particular not to consider a duty if the price of 1 t of wheat is less than 13 thousand rub. The effect of import replacement against the backdrop of growing prices has been observed in the retail markets of food products. The main limiting factor for both the retail market and the agriculture in general is the decreasing effective demand. This makes the producers reconsider the investment plans related to expanding production. In the lowest income decyl groups, the average consumption is below the recommended rational norms. It is reasonable to examine on the government level the introduction of the system of food stamps for the purpose of stimulating the food product market, as well as to supplement the Food safety doctrine with additional criteria and parameters.

Ruso. Проведен анализ последствий от девальвации рубля, наблюдаемых на рынках ресурсов АПК и продуктов питания в 2013-2015 гг. Отмечена тенденция достижения паритета экспортных и внутренних цен на ресурсных рынках АПК. Снижение стимулов для экспорта подобных ресурсов в пользу внутреннего рынка возможно либо за счет введения экспортных пошлин, либо путем предоставления компенсации в виде целевых дотаций на приобретение подобных ресурсов сельскохозяйственным производителям. Обоснована необходимость дифференциации подходов к регулированию рынков АПК с учетом их специфики. Для рынков с.-х. сырья характерна меньшая гибкость в условиях девальвации, связанная с невозможностью быстро заместить возросшую потребность в оборотных средствах банковским кредитом, что требует дополнительного регулирования, а именно "специфического вида поддержки" в терминологии Всемирной торговой организации. Отмечена возрастающая значимость экспорта зерновых культур, а также недостатки в таможенно-тарифном регулировании данного рынка. Предложено усовершенствовать методику расчета экспортной пошлины, в частности не применять пошлину, если цена 1 т пшеницы составляет менее 13 тыс. руб. Для розничных рынков продуктов питания отмечен наблюдаемый эффект импортозамещения на фоне роста цен. Основным сдерживающим фактором как для розничного рынка, так и для сельского хозяйства в целом является сокращающийся платежеспособный спрос. Это заставляет производителей пересматривать инвестиционные планы по расширению производства. Для низших децильных групп по доходам потребление в среднем стало ниже рекомендованных рациональных норм. Целесообразно рассмотреть на правительственном уровне введение системы продовольственных карточек для стимулирования рынка продуктов питания, а также дополнение Доктрины продовольственной безопасности дополнительными критериями и показателями.
