Improving the efficiency of use of agricultural land | Повышение эффективности использования земель сельскохозяйственного назначения

The transition to digital economy, outlined by the government of the Russian Federation, as well as the introduction of information technologies in all spheres of economic activity, makes it expedient to automate the processes of territorial planning and forecasting, in this connection, the issues of increasing the efficiency of agricultural land (AL) are extremely urgent. The main question when using these or those approaches in assessing the efficiency of AL use is to take into account the full range of factors of influence. A large number of works by Russian and foreign scientists have been devoted to the problem of effective use of agricultural land. In connection with a number of natural, climatic and socio-economic factors that cause deterioration of the state of land and a reduction in soil fertility in many regions of the RF, it is necessary to improve existing and develop advanced scientific and practical approaches to solving issues of effective land use for a more flexible and efficient response to changes in land use and environmental conditions. Only an integrated approach to the study of land management and land monitoring will allow developing effective options for the use of land resources and linking the socio-economic development of the region with the protection of the state of the environment. An important link in the effectiveness of the system is also the organization of the land area, taking into account labor and financial resources, the proportionality of the composition of agricultural land and the production direction of the enterprise, its specialization, a combination of industries to improve land use efficiency. It is necessary to talk about the need to bridge the gap between the growing requirements for the efficiency of AL use occupying a significant territory of the RF and the limited ability to meet these requirements on the basis of applied planning methods and the organization of rational land use.

Переход к "цифровой" экономике, намеченный правительством Российской Федерации, а также внедрение информационных технологий во все сферы хозяйственной деятельности обуславливают целесообразность автоматизации процессов территориального планирования и прогнозирования, в связи с чем вопросы повышения эффективности использования земель с.-х. назначения (ЗСХН) крайне актуальны. Главный вопрос при использовании тех или иных подходов при оценке эффективности использования ЗСХН заключается в учете полного спектра факторов влияния. Проблеме эффективного использования ЗСХН посвящено большое количество работ российских и зарубежных ученых. В связи с целым рядом обстоятельств, природно-климатического и социально-экономического характера, вызывающих ухудшение состояния земель и снижение плодородия почв во многих субъектах РФ, необходимо совершенствование существующих и разработка передовых научно-практических подходов к решению вопросов эффективного использования земель для более гибкого и оперативного реагирования на изменение условий землепользования и экологической обстановки. Лишь комплексный подход к изучению землеустройства и мониторинга земель позволит выработать эффективные варианты использования земельных ресурсов и увязать социально-экономическое развитие региона с охраной состояния окружающей среды. Важным звеном эффективности системы также является организация земельной территории с учетом трудовых и финансовых ресурсов, соразмерности состава с.-х. угодий и производственного направления предприятия, его специализации, сочетания отраслей с целью повышения эффективности землепользования. Следует говорить о необходимости устранения разрыва между растущими требованиями к эффективности использования ЗСХН, занимающих значительную территорию РФ, и ограниченными возможностями выполнения данных требований на базе применяемых методов планирования и организации рационального землепользования.
