Improvement of municipal AIC functioning based on the development of patterns, management principles and methods | Совершенствование функционирования муниципального АПК на основе развития закономерностей, принципов и методов управления

Inglés. For many years the socio-economic state of municipal government has been characterized by a protracted crisis. World experience shows that the way out of such negative system situations is impossible without using the creative potential of citizens through the formation of a full-fledged institution of local self-government in the territory. The theoretical and methodological concept of local government development in the Russian Federation is developed poorly, as evidenced by the inconsistency, heterogeneity and unsystematic approaches to the functioning of the municipal agro-industrial complex. Laws reflect objective phenomena in the agricultural economy, and the management patterns characterize essential features of the development of economic processes' management. The management system in the sphere of municipal AIC is a set of interrelated coordinated properties, methods and means of agricultural economy management, used by the management bodies and the administrative apparatus of state and economic management and local self-government. The formation and functioning of the management system at the municipal level should be carried out in accordance with certain principles and rules. In the current management system in the sphere of municipal AIC, the procedure of cooperation of management structures of all levels is weakened and virtually they have no subordination. Therefore, it is advisable to create two- and three-stage management units in the industry that will more competently join the management spiral and will correspond to the socio-psychological personnel structure of rural areas. Creation of the mechanism of development and interaction in the sub-sector of municipal AIC should be implemented the followings: increase of the regulatory and controlling role of the state through the development of economic and administrative regulations; increase of social and ecological responsibility of structural units of AIC management systems of all levels; introduction of targeted innovative development programs with elements of planning indicators and the obligation of their implementation; increase of personnel potential etc.

Ruso. Многие годы социально-экономическое состояние муниципального управления характеризуется затяжным кризисом. Мировой опыт показывает, что выход из подобных негативных системных ситуаций возможен путем формирования полноценного института местного самоуправления территорией. Теоретико-методологическая концепция развития местного самоуправления в РФ разработана слабо, о чем свидетельствует противоречивость, неоднородность и бессистемность подходов к функционированию муниципального АПК. Законы отражают объективные явления в аграрной экономике, а закономерности управления характеризуют существенные особенности развития управления экономическими процессами. Система управления в сфере муниципального АПК – это совокупность взаимосвязанных, согласованных свойств, методов и средств управления аграрной экономикой, используемых органами управления и управленческим аппаратом государственного, хозяйственно-экономического управления и местного самоуправления. В сложившейся системе управления в сфере муниципального АПК порядок взаимодействия управленческих структур на всех уровнях ослаблен, и фактически отсутствует всякая их соподчиненность. Поэтому целесообразно создание в отрасли двух и трехступенчатых управленческих формирований, которые более грамотно вольются в управленческую спираль, и будут соответствовать социально-психологической структуре кадров сельских территорий. Создание механизма развития и взаимодействия в подотрасли муниципального АПК должно осуществляться в следующих направлениях: повышение регулирующей и контролирующей роли государства за счет развития экономических и административных рычагов регулирования; повышение социальной и экологической ответственности структурных подразделений систем управления АПК на всех уровнях; внедрение целевых инновационных программ развития с элементами планирования показателей и обязательность их выполнения; повышение кадрового потенциала и т.д.
