State support for the transfer of agricultural machinery to gas engine fuel as one of the ways to increase energy efficiency in the production of agri-food products | Государственная поддержка перехода сельхозмашин на газомоторное топливо как одного из направлений повышения энергетической эффективности в процессах производства агропродовольственной продукции

Discussed are the rules for the provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation to reimburse part of the cost of paying interest on investment loans received from Russian credit institutions and loans received in agricultural consumer credit cooperatives; preferential lending to agricultural producers at an interest rate on an investment loan and the purchase of compressed natural gas through the mechanism of federal leasing; issues of development of the gas engine fuel market for agricultural producers; regional experience in the transition of agricultural machinery to gas engine fuel. The information sources were official documents (federal laws, decrees of the RF Government, data of the RF Ministry of Agriculture and other organizations). It has been found that currently on agricultural organizations 14.4 thousand vehicles driven by gas run, 1.6 thousand of them use a compressed natural gas and about 12.8 thousand use a liquefied petroleum gas. The main constraining factors of expanding the use of natural gas in agriculture are the undeveloped gas-filling and engineering infrastructure, low level of service system, in spite of that 172 thousand km of gas mains extend across the territory of the RF, and the installation of filling stations is possible in most regions of the country. It is planned to build 100 new filling stations rated for daily service of 500 vehicles in 2019 and to build 150-200 stations annually in future. Switching the agribusiness enterprises to the natural gas motor fuel will promote reducing the costs for purchasing fuel, oil and lubricants 2-3 times. Switching agricultural machines to the new type of fuel is slow, so it is necessary to improve the mechanisms of state support of this process both at the federal and at the regional level.

Рассмотрены правила предоставления и распределения субсидий из федерального бюджета бюджетам субъектов РФ на возмещение части затрат на уплату процентов по инвестиционным кредитам, полученным в российских кредитных организациях, и займам, полученным в с.-х. кредитных потребительских кооперативах; льготное кредитование с.-х. товаропроизводителей по процентной ставке по инвестиционному кредиту и приобретение через механизм федерального лизинга машин, работающих на компримированном природном газе. Источниками информации являлись официальные документы (Федеральные законы, постановления Правительства РФ, данные Минсельхоза РФ и др. организаций). Установлено, что в настоящее время в с.-х. организациях эксплуатируется более 14,4 тысяч автомобилей, работающих на газу, из которых 1,6 тысяч используют компримированный природный газ и около 12,8 тысяч - сжиженный углеводородный газ. Основными сдерживающими факторами расширения использования природного газа в сельском хозяйстве являются неразвитость газозаправочной и инженерной инфраструктуры, низкий уровень системы сервисного обслуживания, несмотря на то, что по территории РФ проходит 172 тыс. км газовых магистралей, а установка газозаправочных станций возможна в большинстве регионов страны. В РФ планируется построить 100 новых заправочных станций, рассчитанных на ежесуточное обслуживание 500 автомобилей, в 2019 г. и строить по 150-200 станций ежегодно в будущем. Переход предприятий АПК на газомоторное топливо будет способствовать снижению издержек на закупку горюче-смазочных материалов в 2-3 раза. Переход с.-х. машин на новый вид топлива идет медленно, поэтому необходимо совершенствовать механизмы государственной поддержки этого процесса как на федеральном, так и на региональном уровнях.
