Types and factors of innovation processes affecting the effective development of the agricultural sector of Russia | Типы и факторы инновационных процессов, влияющих на эффективное развитие АПК России

The problem faces the AIC – system solution of problems of proving the food safety of the country and rational nature use, as well as continuous flow of supplies of the population with healthy foods. The purpose of the study was to determine the characteristics, conditions and factors for the further development of the agricultural sector of Russia on an innovative basis. The main results are the author's generalization of the views of leading domestic and foreign scientists on innovative scientific and technological development of the AIC. Given the author's definition of the concept of "innovation"; a classification of innovations in the agrarian sphere is presented, and three of their main types are identified; considered a set of legislative and organizational measures aimed at creating and maintaining an "innovation climate" in foreign countries; reviewed the mechanisms and elements of stimulating and regulating innovation development in the EU; presents the main directions of development of state innovation policy; considered the features and identified constraints on the innovative development of the AIC. It has been concluded that in most countries legisaltive and organizational measures act aimed to create and support "innovation climate", including at the regional level. Mechanisms to stimulate innovations are tax and credit faculties, state loan insurance, and accelerated amortization. The innovation way of development is the only possible to provide competitiveness for the RF AIC. The sate innovation policy of the RF must be aimed at gradually decreasing the dependence of the AIC on the import of equipment, technologies and agricultural products.

Перед АПК России стоит задача системного решения проблем обеспечения продовольственной безопасности страны и рационального природопользования, а также бесперебойного снабжения населения продуктами здорового питания. Целью исследования явилось определение особенностей, условий и факторов дальнейшего развития АПК России на инновационной основе. Основными результатами является авторское обобщение взглядов ведущих отечественных и зарубежных ученых по вопросам инновационного научно-технологического развития АПК. Дано авторское определение понятия "инновация"; представлена классификация инноваций в аграрной сфере, а также выделены три их основных типа; рассмотрен комплекс законодательных и организационных мер, направленных на создание и поддержание "инновационного климата" в зарубежных странах; проанализированы механизмы и элементы стимулирования и регулирования инновационного развития в ЕС; представлены основные направления развития государственной инновационной политики; рассмотрены особенности и выявлены сдерживающие факторы инновационного развития АПК. Сделан вывод, что в большинстве стран действуют законодательные и организационные меры, направленные на создание и поддержание "инновационного климата", в т.ч. на региональном уровне. Механизмами стимулирования инноваций являются налогово-кредитные льготы, государственное страхование займов, ускоренная амортизация. Для АПК РФ инновационный путь развития является единственно возможным для обеспечения конкурентоспособности страны. Государственная инновационная политика РФ должна быть направлена на постепенное снижение зависимости АПК от импорта техники, технологий и с.-х. продукции.
