State support of increasing dairy cattle productivity of the Russian Federation under the modern conditions | Государственная поддержка повышения продуктивности в молочном скотоводстве РФ в современных условиях

Inglés. State support (SS) of agriculture of the Russian Federation under the modern conditions is a prerequisite for its existence and effective development. Developed countries are actively using SS instruments not only to develop domestic agricultural production, but also to penetrate the food markets of other countries actively. The economic sanctions imposed by the on the Russian Federation indicated the need for accelerated import substitution for certain types of agricultural products. Dairy cattle are currently defined by the state as one of the priority areas of the industry, which should ensure independence from foreign supplies of dairy products in the long term. The methods of the study: the method of tabular interpretation of data, a comparative method, methods of analysis and synthesis, logical and historical methods. The purpose is to determine the effectiveness of SS for increasing productivity in dairy cattle breeding in the Russian Federation. Discussed are the requirements for recipients of relevant support, its impact on domestic agricultural producers of the dairy industry, effectiveness and efficiency. Assesses is SS for increasing productivity in dairy cattle breeding in the Russian Federation. The SS for increasing productivity in dairy cattle breeding does not currently provide the milk production and the number of dairy herds necessary for the development of the dairy industry and the achievement of food security. The measures to improve the relevant form of SS in order to improve its performance in modern conditions were offered. It is required to increase the volumes of financial SS, to establish the ultimate extra charges of the outlet chain for dairy products, to stimulate the SS receivers to retooling the production process, to essentially limit the import of dairy products from the CIS countries. These measures can be applied for improving SS for increasing the productivity of domestic dairy cattle breeding.

Ruso. Государственная поддержка (ГП) сельского хозяйства РФ в современных условиях является необходимым условием его существования и эффективного развития. Развитые страны активно применяют инструменты ГП для развития внутреннего с.-х. производства, и для активного проникновения на продовольственные рынки других стран. Введенные в отношении РФ экономические санкции обозначили необходимость проведения ускоренного импортозамещения по отдельным видам с.-х. продукции. Молочное скотоводство определено государством как одно из приоритетных направлений отрасли, которое должно обеспечить независимость от зарубежных поставок молочной продукции в долгосрочной перспективе. Методы исследования: метод табличной интерпретации данных, сравнительный методом, метод анализа и синтеза, логический и исторический методы. Цель - определение эффективности ГП повышения продуктивности в молочном скотоводстве РФ. Рассматриваются требования к получателям соответствующей ГП, ее влияние на отечественных с.-х. производителей молочной отрасли, результативность и эффективность. Осуществлена оценка ГП повышения продуктивности в молочном скотоводстве РФ. Господдержка повышения продуктивности в молочном скотоводстве не обеспечивает необходимые для развития молочной отрасли и достижения продовольственной безопасности объем производства молока и поголовье молочного стада. Предложены меры по совершенствованию соответствующей формы ГП в целях повышения ее результативности в современных условиях. Требуется увеличить объемы финансовой ГП, установить предельную наценку торговой сети на молочные продукты, стимулировать получателей ГП к технологической модернизации производственного процесса, существенно ограничить импорт молочной продукции из стран СНГ. Эти меры могут быть применены при совершенствовании ГП повышения продуктивности отечественного молочного скотоводства.
