The article presents an algorithm for the formation of the value chain of imported flows of material resources for agriculture, taking into account the global market conditions, the peculiarities of the procedure of import and turnover of the resources in the country. The article also gives the comparative characteristic of the attractiveness of the domestic resource market from the standpoint of creating (maintaining) a competitive environment. A set of measures to improve the efficiency of the development of the market of material resources for agriculture has been substantiated from the position of creating favorable conditions for the entry of foreign companies and their functioning, delimited by organizational, economic and cluster blocks. Methodological approaches have been developed for calculating the recommended prices for material resources of imported production, taking into account the world situation and the development of agriculture in the country. /В статье представлен алгоритм формирования цепочки стоимости импортных потоков материальных ресурсов для сельского хозяйства, учитывающий мировую рыночную конъюнктуру, особенности порядка ввоза и оборота ресурсов в стране, сравнительную характеристику привлекательности отечественного рынка ресурсов с позиции создания (поддержания) конкурентной среды. Обоснован комплекс мер по повышению эффективности развития рынка материальных ресурсов для сельского хозяйства с позиции создания благоприятных условий входа иностранных компаний и их функционирования, разграниченных по блокам – организационному, экономическому и кластерному. Разработаны методические подходы к расчету рекомендуемых цен на материальные ресурсы импортного производства с учетом мировой конъюнктуры и развития сельского хозяйства в стране.
