Enchâssement social et politique de la propriété foncière dans les Balkans

Les enjeux sur la terre, dans la période contemporaine, sont particulièrement marqués par la tendance planétaire à une privatisation croissante des ressources naturelles pour une meilleure efficacité économique. Toutefois, ces nouveaux aspects de la question foncière s'enracinent dans les legs de l'histoire et se différencient selon les contextes sociaux, culturels et économiques des pays et des régions. C'était le postulat du colloque international « Les frontières de la question foncière. Enchâssement social des droits et politiques publiques » (mai 2006, Montpellier), dont six communications ont été retenues pour ce numéro. L'ensemble des Balkans, péninsule extraordinairement éclatée, est marqué par des héritages communs. La transition dans les pays qui ont connu l'expérience socialiste a emprunté des trajectoires différentes selon les singularités de chaque système national. En particulier les origines des terres des fermes d'Etat et des coopératives agricoles ont influencé le choix des politiques de retour à la propriété privée : restitution ou répartition des terres agricoles. La Grèce occupe une situation particulière par rapport à ses voisins, n'ayant pas connu de régime socialiste et faisant partie de l'Union européenne depuis 1981 : la transition y est achevée. Les articles présentés dans ce numéro thématique portent sur la Roumanie, l'Albanie et la Grèce. Ils interrogent le contexte culturel, social et politique de cette phase de reconstruction de la propriété dans les pays post-socialistes, les interactions entre les populations et les ressources et la capacité de gouvernance du foncier.

Inglés. The present concerns related to land are clearly imprinted with the global trend towards the increased privatisation of natural resources aimed at achieving greater economic efficiency. However, these new aspects of landholding are rooted in the legacy of history and vary according to the social, cultural and economic contexts of countries and regions. This postulate was the starting-point for the international symposium on « The Frontiers of the Land Issue. Social Rights Embeddedness, Production of Standards, Public Policies », held in May 2006 in Montpellier. Six of the papers presented were selected for this special issue. The Balkans zone as a whole, an extraordinarily fragmented peninsula, is marked by common heritages. The transition in post-socialist countries has taken different pathways that differ significantly between the two cultural areas formed by Central Europe and Balkan Europe, with evolution and characterised by each national system. In particular, the origins of the land held for state farms and agricultural cooperatives have influenced policies of return to private ownership, with the return or distribution of farm land. Greece has a special position in comparison with its neighbours as it has never had a socialist regime and has been part of the European Union since 1981: the transition is complete.
