Экологизация как фактор повышения конкурентоспособности агропродовольственного комплекса | Greening as a factor of increasing the competitiveness of the agro-food complex

Ruso. Цель исследования - определение направлений развития процесса экологизации агропродовольственного комплекса в свете требований повышения конкурентоспособности отечественной продовольственной продукции на мировом рынке. Обобщены имеющиеся в научной литературе определения экологизации с.-х. производства, выделены институциональный и организационно-экономический аспекты этого процесса, включающие разработку и постепенное повышение результативности экономических механизмов, стимулирующих применение природосберегающих технологий с.-х. товаропроизводителями. Проведен анализ данных Министерства природных ресурсов и экологии Российской Федерации о воздействии с.-х. производства на состояние водных объектов, показана острота проблемы принятия мер, направленных на снижение смыва загрязняющих веществ в источники водоснабжения. Проанализированы изменения в законодательстве, регулирующие природоохранную деятельность на землях с.-х. назначения, установлена необходимость унификации информационных систем, обеспечивающих хранение и обработку результатов мониторинга, проводимого различными ведомствами, и координация ведомственных проектов в целях обеспечения благоприятного состояния окружающей среды сельского хозяйства и сельских территорий и сохранения конкурентных преимуществ российской продовольственной продукции. Предложен интегральный показатель результативности комплексных экологических проектов. Применение предложенного показателя позволит собрать информацию о площади сельских территорий, реально готовых для организации производства органической продукции или производства продуктов с географически определенным местом производства.

Inglés. The purpose of the study is to determine the directions of development of the process of greening the agro-food complex in the light of the requirements for improving the competitiveness of domestic food products on the world market. There were summarized the definitions of greening of agricultural production that are available in the scientific literature, highlighted the institutional and organizational-economic aspects of this process, including the development and gradual improvement of the effectiveness of economic mechanisms that encourage farmers to use nature-friendly technologies. The analysis of data from the Ministry of Natural Resources and Ecology of the Russian Federation on the impact of agricultural production on the state of water bodies is carried out, and the severity of the problem of taking measures aimed at reducing the flushing of pollutants into water sources is shown. Changes in legislation regulating environmental protection activities on agricultural lands were analyzed, the results of the analysis showed the need to unify information systems that provide storage and processing of monitoring data conducted by various agencies; it is also necessary to coordinate departmental projects in order to ensure a favorable state of the environment of agriculture and rural areas and preserve the competitive advantages of Russian food products. An integral indicator of the effectiveness of complex environmental projects is proposed. Application of the proposed indicator will allow the Ministry of Agriculture to collect information on the area of rural areas that are actually ready for the organization of organic production or production of products with a geographically defined place of production.
