Infrastructure of agricultural export of Russia: priorities, factors and empirical analysis | Инфраструктура агропродовольственного экспорта России: приоритеты, факторы и эмпирический анализ

Inglés. The developed infrastructure not only reduces the distance between countries, but also integrates national markets and connects them at low cost with other countries. In this regard, the aim of the work is to analyze the influence of factors of the trade infrastructure on domestic poultry meat export, including empirical analysis, as well as justification of priorities for government bodies in order to effectively develop Russian export of poultry meat. To achieve the goal, methods of economic analysis, econometric modeling, and the method of expert evaluations were used. One approach to measuring the impact of trade facilitation on trade flows is the gravity model. In addition to the basic variables, the model used indicators for assessing the quality of airports, ports, railways and highways, the customs service, information and communication technologies in Russia, as well as in countries importing Russian products. Modeling of individual variables of the transport infrastructure showed that an increase in the quality of port facilities by 1% will contribute to an increase in poultry meat exports by 6.3%, an increase in the quality of roads will increase exports by 3.6%. For the information and communication infrastructure, the most important role is played by the development of the Internet: an increase in the share of the population of Russia using the Internet by 1% will contribute to an increase in poultry meat exports by 3.9%. An increase in the efficiency of customs services by 1% will give an increase in exports by 6.1%. The following investment areas should become a priority for government bodies: the development of port facilities, the simplification of the work of customs services, the development of highways, which are an integral part of international transport routes, the development of information and communication infrastructure, especially high-speed network access and Internet security, to realize the benefits of communication and facilitate financial transactions between trading partners.

Ruso. Развитая инфраструктура не только сокращает расстояние между странами, но и интегрирует национальные рынки и соединяет их при низких затратах с другими странами. Целью работы являлся анализ влияния факторов торговой инфраструктуры на отечественный экспорт мяса птицы, включая эмпирический анализ, а также обоснование приоритетов для органов государственного управления в целях эффективного развития экспорта мяса птицы. Для достижения цели использованы методы экономического анализа, эконометрического моделирования, экспертных оценок. Одним из подходов к измерению воздействия упрощения процедур торговли на торговые потоки является гравитационная модель. Помимо базовых переменных в модели использовались показатели оценки качества аэропортов, портов, железных и автомобильных дорог, таможенной службы, информационно-коммуникационных технологий в России, а также в странах-импортерах российской продукции. Моделирование отдельных переменных транспортной инфраструктуры показало, что повышение качества портовых сооружений на 1% будет способствовать увеличению экспорта мяса птицы на 6,3%, рост качества автомобильных дорог позволит повысить экспорт на 3,6%. Для информационно-коммуникационной инфраструктуры наиболее важную роль играет развитие сети Интернет: рост доли населения России, пользующегося Интернетом на 1% будет способствовать увеличению экспорта мяса птицы на 3,9%. Повышение эффективности работы таможенных служб на 1% даст прирост экспорта на 6,1%. Для органов управления должны стать приоритетными следующие направления инвестирования: развитие портовых сооружений, упрощение работы таможенных служб, развитие автомобильных дорог, являющихся составной частью международных транспортных магистралей, развитие информационно-коммуникационной инфраструктуры, особенно быстроскоростного доступа к сети и интернет-безопасности для реализации преимуществ коммуникации и облегчения финансовых транзакций между торговыми партнерами.
