An effective economic mechanism is the basis of proportional reproductive relations | Эффективный экономический механизм – основа пропорциональных воспроизводственных отношений

Ruso. Рассмотрены ключевые аспекты воспроизводственного процесса в АПК на макро-, отраслевом и микроуровнях. Подчеркнуто, что условием устойчивого развития сельского хозяйства является расширенное производство на основе обеспечения паритетности экономических отношений в АПК, совершенствования организационно-экономического механизма, активизации инвестиционно-инновационной деятельности как основного фактора экономического роста в целях стимулирования процессов импортозамещения и увеличения экспорта продукции АПК. Особое значение при этом имеет конкурентоспособность. Повышение конкурентоспособности агропродовольственной продукции следует добиваться за счет оптимизации производственных процессов, совершенствования логистической инфраструктуры, развития промышленного производства с высокой степенью переработки. Отмечено, что среди основных инструментов экономического механизма АПК цена является главным элементом рыночной системы, т.к. от формируемых цен и ценовых отношений между различными отраслями АПК зависит его пропорциональное развитие. Подчеркнуто, что основным источником инвестиций в сельском хозяйстве являются кредитные ресурсы. Показано, что несмотря на увеличение господдержки данного направления существуют проблемы с физической и экономической доступностью кредитов, особенно для малых форм хозяйствования. Налоговая политика государства, как один из инструментов экономического механизма АПК, помимо фискальной функции должна способствовать развитию аграрного бизнеса и стимулировать производство и спрос. Сделан вывод, что для обеспечения расширенного воспроизводства со стороны инструментов денежно-кредитной политики необходимо увеличение бюджетного и банковского финансирования инвестиций в социально-экономическое и научно-техническое развитие страны без резкого увеличения инфляции.

Inglés. The key aspects of the reproductive process of the AIC at the macro- and micro-industrial levels have been considered. It is emphasized that the condition of sustainable agricultural development is expanded production based on parity of economic relations in the AIC, improvement of the organizational and economic mechanism, activation of investment and innovation activity as the main factor of economic growth to promote the processes of import substitution and increasing the export of agricultural products. Competitiveness in this case is of special importance. An increase in the competitiveness of agro-food products should be achieved by optimizing the production processes, improving the logistic infrastructure, developing the industrial production with high processing degree. It is pointed out that among the basic instruments of economic mechanism of the AIC a price is the principal element of the market system, as its proportional development depends on formable prices and price relations between the different AIC sectors. It is emphasized that the main source of investments in agriculture is credit resources. It is shown that in spite of increasing the state support of this area there are problems of physical and economic accessibility of credits, especially for small farm holdings. The state tax policy as one of the instruments of the AIC mechanism, besides the fiscal function must promote developing the agrarian business and stimulate the production and demand. It has been concluded that to provide expanded reproduction from the side of instruments of money credit policy, it is required to increase the budget and bank financing investments to social economic and scientific technical developments of the country without increased inflation.
