Introduction of cluster technologies in the fisheries sector challenges: expanding development opportunities and entry-level barriers | Внедрение кластерных технологий в рыбохозяйственном комплексе: расширение возможностей развития и барьеры начального периода

В новых условиях развития экономики, связанных с наступлением эры четвертой технической революции, основанной на цифровых технологиях и инновациях, быстрое развитие стали получать кластерные принципы и технологии организации производства. Кластерные технологии, нашедшие широкое развитие в индустриально развитых странах, позволяют найти новый подход к анализу отраслевой структуры промышленного производства в рыбохозяйственном комплексе, выявить приоритетные направления, которые обеспечат эффективное использование ресурсов для производства разнообразной пищевой продукции. На их основе будет обеспечено вовлечение в хозяйственный оборот вторичных ресурсов для производства рыбной муки, рыбного жира, компонентов для парфюмерно-косметической промышленности и других отраслей народного хозяйства. Кластеризация организации производства и возрастание роли структурной трансформации в развитии рыбохозяйственного комплекса очевидно получит свое дальнейшее развитие в отдельных секторах отрасли. Проведение структурных реформ с учетом накопления различных факторов производства позволят получить дополнительный импульс только на основе современных достижений науки и технологий, которые могут обеспечить создание новых производств по выпуску инновационной продукции глубокой переработки рыбного сырья. Процессы трансформации экономики конца 90-х гг. XX века отразились и на развитии рыбной отрасли Северо-Западного региона. Реализация предложенных программных мероприятий обеспечит повышение конкурентоспособности предприятий и организаций кластера, будет способствовать расширению и диверсификации экспорта рыбной продукции, привлечению финансовых средств из разных источников финансирования, активизации сотрудничества с органами государственной власти по развитию кластера.

In the new conditions of economic development associated with the advent of the fourth technological revolution, based on digital technologies and innovations, cluster principles and technologies of production organization began to develop rapidly. Cluster technologies that have been widely developed in industrially developed countries allow finding a new approach to analyzing the industrial structure of industrial production in the fisheries sector, identifying the priority areas that will ensure efficient use of resources for the production of various food products. On their basis, secondary resources for the production of fish meal, fish oil, components for the perfume and cosmetics industry and other sectors of the national economy will be involved in economic turnover. Clustering of production organization and the increasing role of structural transformation in the development of the fisheries sector will obviously be further developed in certain sectors of the industry. The implementation of structural reforms taking into account the accumulation of various factors of production will give an additional impetus only on the basis of modern scientific achievements and technologies that can ensure the creation of new production facilities for the production of innovative products of deep processing of fish raw materials. The processes of transformation of the economy at the end of the 90s of the XX century were reflected in the development of the fishing industry in the North-West region. The implementation of program measures will ensure an increase in the competitiveness of enterprises and organizations of the cluster, the expansion and diversification of the export of fish products, the attraction of funds from various sources of financing, the activation of cooperation with government authorities for the development of the cluster.
