The purpose of the article is to analyze the legal framework in the field of regulation of emergency situations, civil defense,occupational safety and health, industrial safety at chemically hazardous facilities of industrial enterprises of the Republic ofKazakhstan and countries that have achieved significant success in the development of regulatory legal acts and theirimplementation in this area. The authors examine the best practices of international organizations and leading countries in thefield of industrial safety, which showed the need to improve the occupational health and industrial safety management systemthrough more active implementation of preventive measures, in particular, risk management. In the case of chemically hazardousobjects, the occupational risk is due to the physico-chemical and toxicological properties of emergency chemically hazardoussubstances, their quantity, the technological equipment used, and the actions of personnel.
