Сельское Нечерноземье: от плана к рынку | Rural Nechernozemye: from plan to market

Ruso. Исследовали явления и процессы, определявшие развитие сельского Нечерноземья в условиях плановой, переходной и рыночной экономики. Оценивали результаты реализации программы развития сельского хозяйства Нечерноземья (Программы), действовавшей в 1974-1990 гг., устанавливали их связь с трансформационными изменениями в период от вхождения в рынок до наших дней и определяли вероятные направления развития ситуации в перспективе. Методология исследования – статистический анализ структуры и рядов динамики социально-экономических явлений в сельской местности Нечерноземья. Установлены производственные, экономические и социальные результаты Программы. Целевые показатели Программы к 1990 г. не были достигнуты ни по одному виду продукции сельского хозяйства. Основными результатами социального развития явились снижение интенсивности миграции сельского населения из Нечерноземья и достижение высокого уровня денежной оплаты труда в сельском хозяйстве. Установлены экономические и социальные последствия институциональной, производственной и структурной постпрограммной трансформации сельского хозяйства и сельских территорий. Выявлено, что производство традиционных для Нечерноземья культур льна-долгунца и озимой ржи находится в стадии деградации. Ареал их размещения сужен до нескольких регионов, а перспективы восстановления не просматриваются. Отмечается чрезмерная территориальная концентрация и локализация производства в свиноводстве и птицеводстве, неравномерность в развитии сельских территорий, развитие процессов их социального опустынивания. Для преодоления негативных и закрепления позитивных тенденций в развитии Нечерноземья необходимо, шире использовать имеющийся научно-технический и экономический потенциал городов региона, развивать современные тренды природопользования, включать разделы по Нечерноземью во всех федеральные стратегии и программы развития.

Inglés. Studied were the phenomena and processes determining the development of the rural Non-Black Earth Region in the conditions of a planned, transitional and market economy. There were assessed the results of the implementation of the agricultural development program in the Non- Chernozem region (Programs) acting in 1974-1990, there were established their impact on transformational changes in the period from entering the market to the present day and determined the likely directions for the development of the situation in the future. Research methodology is statistical analysis of the structure and series of dynamics of socio-economic phenomena in rural areas of the Chernozem region. The productions, economic and social results of the Program have been established. Targets of the Program by 1990 have not been achieved for any type of agricultural product. The main results of social development were a decrease in the intensity of migration of the rural population from the Chernozem region and the achievement of a high level of monetary wages in agriculture. The economic and social consequences of the institutional, industrial and structural post-program transformation of agriculture and rural areas have been established. It was revealed that the production of fiber flax and winter rye crops, traditional for Non-Chernozem, was at the stage of degradation. The area of their placement is narrowed down to several regions, and the prospects for restoration are not being considered. There is an excessive territorial concentration and localization of production in pig and poultry farming, uneven development of rural areas, the development of processes of their social desertification. To overcome negative trends and to fix positive trends in the development of the Non-Chernozem region, it is necessary to make wider use of the existing scientific, technical and economic potential of the cities of the region, to develop modern trends in environmental management, to include sections on the Non-Chernozem region in all federal development strategies and programs.
