Escalation features in the use of highly valued productive agricultural land | Особенности интенсификации использования особо ценных продуктивных сельскохозяйственных угодий

Inglés. The reasons for the low efficiency of the use of especially valuable agricultural lands (EVAL) are determined on the territory of the Russian Federation. This is the inconsistency of the volume of introduction of modern agricultural technologies with the possibilities of economic and territorial development of agricultural enterprises; non-compliance of the composition of technological operations with the qualitative characteristics of land plots; lack of accounting for the EVAL; incomplete volume and poor quality of agrotechnical and meliorative measures; large amount of specific capital investments and their low efficiency; unreasonableness of the choice of objects of intensification, as well as deterioration of the manageability of the affected territories. The multi-directional tasks of intensifying the use of the EVAL and possible ways to solve them are determined. This is the identification of the general regularity of the process of attribution, allocation and organization of the use of EVAL, the identification of specific features of this process in the conditions of the functioning of various forms of land ownership; determination of the main directions of state support for rural producers, including preferences for users with EVAL; formulation and improvement of the system of legal, regulatory and land management support for the process of attributing agricultural lands to the EVAL and their allocation in order to take them into account in schemes and projects of local land management and further intensification of their use; improvement of methods of economic justification of the system of measures for the organization of differentiated use of the EVAL with the use of intensive technologies for growing agricultural crops in land management projects. It is concluded that the organization of an effective and rational the use of the EVAL by specific land users is possible only through the improvement of the organization of the territory during the implementation of land management projects.

Ruso. Определены причины низкой эффективности использования особо ценных с.-х. угодий (ОЦСУ) на территории РФ. Это несогласованность объемов внедрения современных агротехнологий с возможностями экономического и территориального развития СХО; несоответствие состава технологических операций качественным характеристикам земельных участков; отсутствие учета ОЦСУ; неполный объем и низкое качество выполнения агротехнических и мелиоративных мероприятий; большая величина удельных капиталовложений и их низкая эффективность; необоснованность выбора объектов интенсификации, а также ухудшение управляемости затрагиваемых территорий. Определены разнонаправленные задачи интенсификации использования ОЦСУ и возможные пути их решения. Это выявление общей закономерности процесса отнесения, выделения и организации использования ОЦСУ, выявление специфических особенностей данного процесса в условиях функционирования различных форм собственности на землю; определение основных направлений господдержки сельских товаропроизводителей, включая преференции для пользователей, обладающих ОЦСУ; формулирование и усовершенствование системы правового, нормативного и землеустроительного обеспечения процесса отнесения с.-х. угодий к ОЦСУ и их выделения с целью учета их в схемах и проектах местного землеустройства и дальнейшей интенсификации их использования; усовершенствование методов экономического обоснования системы мероприятий по организации дифференцированного использования ОЦСУ с применением интенсивных технологий выращивания с.-х. культур в проектах землеустройства. Сделан вывод, что организация эффективного и рационального использования ОЦСУ конкретными землепользователями возможна только через совершенствование организации территории при реализации проектов землеустройства.
