Assessment of the impact of innovative activity in agricultural production on the standard of living of rural population | Оценка влияния инновационной активности в сельскохозяйственном производстве на уровень жизни сельского населения

Ruso. Осуществлена попытка оценить влияние различных показателей, характеризующих уровень инновационной активности в с.-х. производстве на показатели уровня и качества жизни сельского населения России. В качестве независимых переменных были определены затраты на инновации, число высокопроизводительных рабочих мест, производительность труда, уровень инновационной активности. Зависимые переменные – уровень занятости сельского населения, коэффициент миграционного прироста сельского населения. Интегрирующим показателем, оценивающим уровень и качество жизни сельского населения, выступила рейтинговая оценка, полученная Всероссийским институтом аграрных проблем и информатики имени А.А. Никонова в рамках разработанного рейтинга субъектов Российской Федерации по качеству жизни сельского населения в 2019 г. В результате проведенного исследования выявлено, что показатели инновационной деятельности в с.-х. производстве имеют положительную умеренную связь с качеством жизни сельского населения. Внедрение инновационных технологий обладает кумулятивным эффектом, позволяющим повысить производительность труда, и соответственно заработную плату работников, увеличивает уровень занятости в сельской местности и является одним из факторов обеспечения миграционного притока в сельскую местность. Последнее обусловлено тем, что приток населения в сельскую местность во многом обеспечивается привлекательностью с.-х. производства и наличием высокопроизводительных рабочих мест для квалифицированных специалистов. Негативным последствием внедрения инноваций может стать усиление социального расслоения по уровню доходов сельского населения, т. к. новых рабочие места создают для высококвалифицированных специалистов с более высокой заработной платой, а низкоквалифицированные рабочие места сокращают.

The article attempts to assess the impact of various indicators characterizing the level of innovation activity in agricultural production on the indicators of the level and quality of life of the rural population of Russia. The costs of innovation, the number of high-performance job opportunities, labor productivity, and the level of innovation activity were determined as independent variables. Dependent variables are the level of employment of the rural population, the coefficient of migration growth of the rural population. The integrating indicator assessing the level and life quality of the rural population was the rating assessment composed by the All-Russian Institute of Agrarian Problems and Informatics named after A.A. Nikonov within the framework of the developed rating of the subjects of the Russian Federation on the life quality of the rural population in 2019. As a result of the conducted research, it was revealed that the indicators of innovative activity in agricultural production have a positive, moderate relationship with the quality of life of the rural population. The introduction of innovative technologies has a cumulative effect that allows to increase labor productivity, and, accordingly, the wages of workers, increases the level of employment in rural areas and is one of the factors ensuring migration inflow to rural areas. The latter is due to the fact that the influx of population into rural areas is largely ensured by the attractiveness of agricultural production and the availability of high-performance jobs for qualified specialists. At the same time, negative consequence of the innovation introduction can take place. It may be strengthening of social stratification by the income level of the rural population, because new jobs are created for highly qualified specialists with higher wages, and low-skilled jobs are closed.
