Identifies the constraining socio-economic issues in the implementation of watershed management plans in the Northern Range. Field surveys and a questionnaire distributed to farmers provided information on the following: demographic characteristics; land tenure and land use; farming methods; farm labour; income; financing; innovation; communication; development aspirations; understanding of conservation and forestry and farmers' problems. Recommendations were made to avoid further mismanagement of the environment caused by poor farming practices, rapid housing development and indiscriminate quarrying. These include: 1) enact zoning laws to establish separate housing and agricultural zones 2) regularize squatters 3) educate farmers in agricultural practices suitable for hill farming and the importance of forest conservation
