An artificial algal culturing reef unit, an artificial reef unit and an artificial culturing and fishing area unit, aimed at raising or culturing algae, fishes and shell-fishes, are usually submerged in a shallow sea zone with a depth ranging between 5 and 15 meters. These units are required to be resistant to high waves and fast oceanic currents usually encountered in such sea zone. Although concrete materials are suitable in consideration of its strength and costs, an alkali is necessarily emitted from their surfaces that is extremely harmful to diatoms and algae as well as fishes and shellfishes. The present invention resides in an algal culturing reef unit and an artificial reef unit where - in a layer of iron sulfate or iron sulfate or a layer of an acid and iron oxide powders are formed on the surface of concrete blocks for penetration into the inside of the blocks, whereby the alkali from the concrete is neutralized with an acid from the iron sulfate or iron sulfate or an acid contained in said layer and iron oxides lik1962ed by algae or fishes and shellfishes are caused to exist in abundance on the reef surfa
