Analysis of the performance of DENR [Department of Environmental and Natural Resources, Philippines] regular and contractual reforestation projects within Marikina watershed

The overall performance showed the following results: 1. It was found out that all projects, contractual and regular have yet to improve their reforestation techniques to suit the needs of the Marikina watershed [Philippines]; 2. The rate of success taking into account the area successfully established and the number of surviving trees in the plantations of known age. It was found out that all the projects were able to accomplish their planting goal. The percentage survival was recorded 8 months, 20 months, 3 years, and 8 years after planting; 3. With 2,000 surviving trees per hectare representing 80 per cent of 2,500 at 2m x 2m spacing, the effective reforestation cost per tree of the four contractors ranged from P7.21 to P8.99 or an average of P8.23 based on Calendar year 1989-1990 cost; and 4. There are both administrative and technical problems encountered by all the projects in reforesting their designated areas. Among the common administrative problems are forest occupancy and public apathy, untimely release of funds, increasing labor cost, added cost for public relations, and non-residence of the project managers in the site. It was found out that none of the projects had a good development plan. All the project managers and technical staff need short training course in reforestation to improve their present technology.
