Discussion paper for the review of the Stock Act 1915 [Queensland; livestock; animal health]

The Stock Act 1915 (Queensland) has established a legislative authority to provide for the control of disease and disease spread, through measures to identify, trace, quarantine and treat disease; and the implementation of specific diseases eradication programs. The discussion paper addresses the need to resolve the objectives of the legislation, the legislative framework to house the regulatory policy developed to achieve those objectives, and the consultation mechanisms to develop optimum regulatory policy (and who should pay for this regulation). Other issues area discussed, and centre on examining the current Stock Act and identifying functional problems and deficiencies for discussion as to how they could be overcome in new legislation. A Preliminary Regulatory Impact Statement for review of the Stock Act 1915, which includes a benefit-cost analysis, is presented.
