The report assesses the viability of a proposed smallholder farming development project in Mulanje/Phalombe District. It presents an estimate of the potential for fish farming from available data on soil distribution, topography, rainfall, and the interest expressed in fish farming by smallholders and estates in defferent areas. It proposes an extension-based project which would introduce and upgrade a pond based hatchery system with production capabilities for 180 000 - 200 000 tilapia and 150 000 carp fingerlings, and infrastructure to facilitate residential training courses and administrative operations. It presents a base case project, broadly based on existing Fisheries Dept. substations. Briefly reviews the activities of the Fisheries Dept. at Kasinthula, Domasi and Zomba and proposes a number of recommendations to alleviate problems being faced
