The project COHASA II is an Integrated Food Security Project (IFSP). It started in 1990 with a three year-orientation phase, and is presently reaching the end of its first implementation phase (1993-1995). Integrated Food SecurityProjects are usually located in poor regions and characterized by a limited self-help potential of the population, as well as low presence of governmental and nongovernmental service-organisations. Results documented in this study: The first chapter of the study relates to the main problem of direct implementation faced by IFSP projects and describes the objectives and planned results of the study. In the second chapter the project region is briefly characterised, as well as the project's objectives and strategies for reducing the factors leading to malnutrition. The third chapter, dealing with the concept and methodology, has two parts. In the first part, the RRD concept and its importaaance for this study is examined. In the following part, th methodological procedure and the participatory research methods are outlined. The next three chapters (4-6), ffocus on the analysis of the potential of the target group to organise itself, and the potential of the municipalities and service organisationsof taking over activities, presently carried out by the project. Finally, in chapter 7, a synthesis of the findings is made, with the aim of proposing future activities of the project that, in the opinion of the research group, should lead to a reduction of the existing gap between the target group and the sservice organisations.
