Estimation of economic effects of possible agricultural policy options in Slovenian agriculture. Part two: APAS-PAM sector model of Slovenian agriculture

This article is concentrated on description of sector model of Slovenian agriculture APAS-PAM. The model consists of the APAS partial equilibrium model, linked with the corresponding Policy Analysis Matrix (PAM). Besides market and income effects this methodological framework allows for assessment of welfare and competitiveness effects for key agricultural products with consideration to various accession scenarios. The estimated effects of different accession scenarios on competitiveness are low, which implies rather unfavourable perspectives for beef, pork, grape and, in the long-run, also sugar beet production. Discriminative accession scenario would result in welfare gains with respect to the actual situation for consumers and taxpayers, while complete acceptance of the Common Agricultural Policy mechanisms would bring little increase of producers' surplus and significant net welfare losses.
