The principal objective of this study was to develop a methodology in order to evolve a strategy for efficient the utilization of resources on the island of Crete. In this paper, therfore, optimal cropping patterns on the island of Crete were identified using Target MOTAD in order to account for risk in a decision framework. Moreover, a Quadratic Programming Model is developed later on for comparison purposes. Also included in this study was an examination of the impact of the Common Agricultural Policy, Tax, and monetary reforms within the framework of the Maastricht Treaty criteria on namely the growth rate of GPD and long-term interest rates, which are prerequisite for Greece's participation in Stage Three of the Economic and Monetary Union
