Inglés. There is considered the problem on the formation of technological sovereignty in the field of the agricultural sector of the Russian economy. The reasons for the dependence of the domestic agricultural sector on the import of agricultural machinery, technologies, seeds of a number of crops, breeding material, veterinary drugs and other science-intensive products were revealed: the country did not create a single center for coordinating forecast and expertise of scientific and technical developments in the field of agriculture, financing the agricultural science is insufficient, the scientific, technical and personnel potential is reduced, the effective interaction of research organizations and universities of the agricultural profile is not regulated. It has been noted that the lag of the technical and technological level of agricultural production in Russia from developed foreign countries can be overcome only by neo-industrialization of sectoral innovative systems in accordance with the requirement of the provision on vertical integration. It has been concluded that the effect of the creation of vertically integrated selection-seed and selection-breeding centers is due to a number of factors and reasons: a reduction in transaction costs, own production of basic (source) breeding material is cheaper than its purchase in other place and, in addition, such associations have an opportunity to plan the entire process of breeding a variety within a certain time frame. The categories "technological sovereignty" and "technological import substitution" are considered, and the need to create a new typology of an innovation and production system for the creation of high-tech production facilities under close cooperation between the state, science and business is justified. A list of the main mechanisms for ensuring technological sovereignty in the agricultural sector of the country's economy and tools for their implementation in new geopolitical conditions is proposed.

Ruso. Рассматривается проблема формирования технологического суверенитета в области аграрного сектора экономики России. Вскрыты причины зависимости отечественного аграрного сектора от импорта с.-х. техники, технологий, семян ряда культур, племенного материала, ветеринарных препаратов и другой наукоемкой продукции: в стране не создан единый центр координации прогнозирования и экспертизы научно-технических разработок в области сельского хозяйства, недостаточное финансирование аграрной науки, снижение научно-технического и кадрового потенциала, не отрегулировано эффективное взаимодействие научно-исследовательских организаций и вузов аграрного профиля. Отмечено, что отставание технико-технологического уровня агропроизводства России от развитых зарубежных государств можно преодолеть лишь путем неоиндустриализации отраслевых инновационных систем в соответствии с требованием положения о вертикальной интеграции. Сделан вывод, что эффект от создания вертикально-интегрированных селекционно-семеноводческих и селекционно-племенных центров обусловлен рядом факторов и причин: сокращением трансакционных издержек, собственное производство базисного (исходного) селекционного материала обходится дешевле, чем его приобретение на стороне и, кроме того, у таких объединений появляется возможность планировать весь процесс выведения сорта (породы) в определенные сроки. Рассмотрены категории "технологический суверенитет", "технологическое импортозамещение" и обоснована необходимость создания новой типологии инновационно-производственной системы по созданию высокотехнологичных средств производства при тесном взаимодействии государства, науки и бизнеса. Предложен перечень основных механизмов по обеспечению технологического суверенитета в аграрном секторе экономики страны и инструменты их реализации в новых геополитических условиях.
