Improving the system of tax regulation of the agro-industrial complex of Russia in the context of integration into the EAEU | Совершенствование системы налогового регулирования АПК России в условиях интеграции в ЕАЭС

There is considered a comprehensive balanced approach to the tax regulation system to synchronize the actions for three key areas in the agro-industrial complex: reforming the tax system; creating favorable tax conditions for newly created organizational forms for the development of innovative activities; reducing administrative barriers for taxpayers. There has been identified the role of direct and indirect taxes at the stages of the reproductive process, there has been determined the need for their control in the formation of the object of taxation at all stages, such as production, distribution and exchange. Thus, the formation, calculation and accrual of taxes are carried out at the stages of production and distribution, and payment is at the stage of exchange. Therefore, it is very important to analyze the tax burden not only on revenue, but also on cost and profit. The tax regulation system has been explored, which allowed establishing the positive impact on the agri-food production, improvement of the investment climate in the agro-industrial complex and identifying problems in the tax policy. An analysis of the tax systems of the agro-industrial sector in Russia and in the EAEU member states has identified that their harmonization and integration into the common integrated taxation system of these countries continues at the present time. The comparison of the tax burden, the indices of production and the index of investments in fixed assets in the agro-industrial complex sectors of Russia has shown the imbalance of tax regulation measures. It is necessary to observe complexity, fairness, equality and balance in taxation, which can be partially facilitated by the introduction in all regions of the digital platform connected by information channels and databases with tax, customs authorities, banks and taxpayers.

Рассматривается комплексный сбалансированный подход к системе налогового регулирования для синхронизации действий по триаде следующих направлений в АПК: реформирование налоговой системы; создание благоприятных налоговых условий для вновь созданных организационных форм по развитию инновационной деятельности; снижение административных барьеров для налогоплательщиков. Выявлена роль прямых и косвенных налогов на стадиях воспроизводственного процесса, определена необходимость их прослеживания при формировании объекта налогообложения на всех стадиях: производства, распределения и обмена. Таким образом, формирование, расчет и начисление налогов происходит на стадиях производства и распределения, а их уплата – на стадии обмена, поэтому очень важно анализировать налоговую нагрузку не только на выручку, но и на себестоимость и прибыль. Проведено исследование системы налогового регулирования, которое позволило установить положительное влияние на производство агропродовольственной продукции, улучшение инвестиционного климата в АПК и выявить пробелы в налоговой политике. Анализ налоговых систем агропромышленного сектора в России и в государствах-членах ЕАЭС позволил установить, что продолжается их гармонизация и встраивание в общую интегрированную систему налогообложения этих стран. Сравнение налоговой нагрузки, индексов производства продукции и индекса инвестиций в основные средства по отраслям АПК в России показал неравномерность мер налогового регулирования. В этих целях необходимо соблюдать комплексность, справедливость, равноправие и сбалансированность в налогообложении, чему может частично способствовать внедрение во всех регионах цифровой платформы, связанной каналами информации и баз данных с налоговыми, таможенными органами, банками и налогоплательщиками.
