Institutional perceptions of opportunities and challenges of REDD+ in the Congo basin

The perceptions of institutions and stakeholders affected by the implementation of REDD+ (Reducing Emissions from Deforestation and Forest Degradation) are investigated in this paper. The Congo Basin forest (spanning Republic of Cameroon, Central African Republic, and Republic of Congo) is a vast transboundary natural resource pool indispensable to the national development plans of the region. REDD+ is under negotiation to become part of a new international climate change agreement (UNFCCC, 2011a; UN-REDD Programme, 2011). REDD+ can be framed as a comprehensive mechanism for addressing issues of weak governance, environmental issues, poverty, agriculture, and energy issues.
