El área de los cerros orientales de la ciudad de Bogotá, es de gran importancia ambiental, pues posee diversidad de flora y fauna y una riqueza hídrica que alimenta a la capital. Sin embargo, esta riqueza se ha visto seriamente afectada por los múltiples asentamientos y construcciones que van en contravía a lo dispuesto en la normatividad que regula la reserva forestal protectora bosque oriental de Bogotá, administrada por parte de los entes territoriales en búsqueda de su protección. No obstante, esta normatividad desconoce las afectaciones sobre las poblaciones campesinas ahí establecidas, como es el caso de la vereda Fátima, encontrándose en esta discrepancia el problema a abordar en la presente investigación. Por lo anterior, el presente documento se centra en proponer una serie de principios basados en la sustentabilidad territorial de la vereda Fátima, siendo éste el tema a desarrollar con el trabajo, el cual surge al evidenciar que esta vereda establecida dentro del límite de borde urbano y la zona rural de los cerros orientales, ha ocupado este lugar a través de diferentes generaciones por casi cien años, sin encontrar vías alternativas para su desarrollo integral, por tanto, se considera esencial buscar formas de armonizar sus dinámicas de ocupación con las implicaciones de protección de los cerros orientales que impone la normatividad asociada. Así las cosas, en la presente investigación se cuestiona: ¿Qué principios de sustentabilidad urbano-rural favorecen la coexistencia armónica de la vereda Fátima con la reserva forestal bosque oriental de Bogotá?.

The area of the eastern hills of the city of Bogotá, is of great environmental importance, because it has a diversity of flora and fauna and a rich water that feeds the capital. However, this wealth has been seriously affected by the multiple settlements and constructions that go against the provisions of the regulations that regulate the protective forest reserve oriental forest of Bogotá, administered by the territorial entities in search of their protection. However, this regulation ignores the effects on the peasant populations established there, as is the case of the Fátima sidewalk, finding in this discrepancy the problem to be addressed in the present investigation. For this reason, this document focuses on proposing a series of principles based on the territorial sustainability of the sidewalk Fátima, this being the theme to develop with the work, which arises when evidencing that this sidewalk established within the limit of urban edge and the rural area of the eastern hills, has occupied this place through different generations for almost a hundred years, without finding alternative ways for its integral development, therefore, it is considered essential to look for ways to harmonize its occupation dynamics with the implications of protection of the eastern hills imposed by the associated regulations. Thus, in the present investigation it is questioned: What principles of urban-rural sustainability favor the harmonious coexistence of the Fátima sidewalk with the protective forest reserve oriental forest of Bogotá?.
