Typologization of the rural territories of Russia in terms of inclusive development | Типологизация сельских территорий России по уровню инклюзивного развития

In the conditions of high interregional and intraregional differentiation of rural territories of Russia in terms of socio-economic development, there is a need for their grouping by similar characteristics in order to develop and justify public administration measures in the context of the identified typological groups. A methodological approach to the classification of rural areas by the level of inclusive development is proposed. The inclusive approach to the assessment and grouping of rural areas makes it possible to develop effective measures to implement state policy in the development of rural territories aimed at eliminating the inequality of the living standard and quality of the rural population in different regions and rural settlements. An algorithm for the classification of rural territories of the regions of Russia is presented on the basis of indicative values of inclusive development, united in 4 blocks: "growth and development", "economic inclusion", "continuity of generations and sustainability of development", "social inclusion". Indicative values and sub-indexes for 4 blocks of inclusive development of rural territories for 82 entities of the Russian Federation for 2020 are calculated. Based on the regional values of inclusive development sub-indexes, the rural territories of the regions of Russia were classified. As a result, 8 types of rural territories having similar characteristics in terms of inclusive development were identified, as well as recommendations were prepared for the further development of these types of rural areas.

В условиях высокой межрегиональной и внутрирегиональной дифференциации сельских территорий России по уровню социально-экономического развития возникает необходимость их группировки по схожим характеристикам в целях разработки и обоснования мер государственного управления в разрезе выделенных типологических групп. Предложен методический подход к типологизации сельских территорий по уровню инклюзивного развития. Инклюзивный подход к оценке и группировке сельских территорий дает возможность разработать эффективные меры реализации государственной политики в области развития сельских территорий, направленные на устранение неравенства уровня и качества жизни сельского населения в разных регионах и сельских поселениях. Представлен алгоритм типологизации сельских территорий регионов России на основе индикативных показателей инклюзивного развития, объединенных в 4 блока: "Рост и развитие", "Экономическая инклюзия", "Преемственность поколений и устойчивость развития", "Социальная инклюзия". Рассчитаны индикативные показатели и подиндексы по 4 блокам инклюзивного развития сельских территорий для 82 субъектов Российской Федерации за 2020 г. На основе региональных значений подиндексов инклюзивного развития осуществлена типологизация сельских территорий регионов России. В результате выделено 8 типов сельских территорий, имеющих схожие характеристики по уровню инклюзивного развития, а также подготовлены рекомендации по дальнейшему развитию этих типов сельских территорий.
