Zālāju īpašnieku vēlme un gatavība iesaistīties uz rezultātu orientētā zālāju agrovides pasākumā = Willingness of grassland owners to engage in a result oriented grassland agri-environment measure in relation to their perception of their knowledge and willingness to learn

There are two types of agri-environment measures. Action-oriented measures pay for certain actions (e.g. mowing once per year) while result-oriented measures pay for a result (e.g. certain number of plant species per grassland). European Commission identifies the introduction of result-oriented measures as a more targeted approach to improve conservation status of habitats. Farmers’ training plays an important role in the success of result-oriented measures, but their views on such training programs have been studied vaguely. The aim of the study was to find out the possibility of participation of grassland owners in a result-oriented grassland agri-environmental measure in relation to their opinion about their knowledge and willingness to learn. This paper analyses survey responses of (1) participants of the “Maintenance of biodiversity in grasslands” training course and their grassland management plans prepared within the abovementioned course, and (2) survey data of grassland owners obtained within LIFE IP LatViaNature project. The study found that more than half of respondents were confident in their knowledge of permanent grassland management. Most preferred training types were joint faceto-face training and individual counselling. Almost everyone gave positive feedback on training and its continuation, yet they were not ready to prepare a grassland management plan independently without thorough consultations. There are many successful prerequisites for the implementation of a result Marta Ancāne, Solvita Rūsiņa, Anda Mežgaile, Agita Līviņa, Baiba Galniece 68 oriented measure in Latvia. The strengths are positive experience so far with “Maintenance of biodiversity in grasslands” training course and desire of farmers to continue learning, desire to participate in a result oriented measure and to monitor results. The potential risks are provision of sufficient advisory service, involvement of farmers in policymaking (development of the measure) and preparation of grassland management plans in good quality. [ABSTRACT IN LATVIAN] Agrovides pasākumi var būt rīcīborientēti (atbalsts par noteiktām rīcībām, piemēram, nopļaušanu vienu reizi sezonā) vai rezultātorientēti (atbalsts par noteikta rezultāta sasniegšanu, piemēram, noteiktu augu sugu skaitu zālājā). Kā mērķtiecīgāku pieeju biotopu aizsardzības stāvokļa uzlabošanai Eiropas Komisija uzsver rezultātorientētu pasākumu ieviešanu. Liela loma šādu pasākumu efektivitātē piemīt lauksaimnieku apmācībām, kas nodrošina lauksaimniekus ar praktiskām iemaņām un teorētiskām zināšanām, taču lauksaimnieku viedoklis par šādām mācību programmām ir maz pētīts. Pētījuma mērķis bija noskaidrot zālāju īpašnieku iesaistīšanas iespējas uz rezultātu orientētā zālāju agrovides pasākumā kontekstā ar viņu viedokli par savām zināšanām un vēlmi mācīties. Pētījumā analizēti divu aptauju dati: 1) agrovides pasākuma „Bioloģiskās daudzveidības uzturēšana zālājos” obligāto mācību dalībnieku aptauja un viņu sagatavotie zālāju apsaimniekošanas plāni; 2) zālāju īpašnieku aptaujas dati, kas iegūti LIFE IP LatViaNature projekta ietvaros. Pētījumā noskaidrots, ka vairāk nekā puse respondentu bija pārliecināti par savām zināšanām par ilggadīgo zālāju uzturēšanu. Vairums vēlējās kopīgas klātienes apmācības un individuālas konsultācijas. Gandrīz visi bija pozitīvi noskaņoti par mācībām un to turpināšanu, taču nebija gatavi patstāvīgi bez nopietnām konsultācijām sagatavot atbilstošas kvalitātes zālāju apsaimniekošanas plānus. Latvijā ir daudz priekšnoteikumu, kuri izpildās rezultātorientēta pasākuma ieviešanai. Stiprās puses ir līdzšinējā pozitīvā pieredze ar agrovides pasākuma „Bioloģiskās daudzveidības uzturēšana zālājos” mācībām un lauksaimnieku vēlme turpināt mācīties, vēlme piedalīties rezultātorientētā pasākumā un veikt rezultātu monitoringu. Potenciālie riski ir pietiekamu konsultāciju nodrošināšana, zālāju īpašnieku iesaistīšana pasākuma veidošanas procesā un kvalitatīvu zālāju apsaimniekošanas plānu izstrāde.
