Abstract: Criteria of regorous definition, measurement techniques and procedures apply to numerous examples and 24 case histories on human competence. Most examples are from the world of work. The purpose of performance engineering is to increase human capital, defined as the product of time and opportunity. Tellonomics is a particular system for studying, measuring, and engineering human competence. It focuses on results, or products of behavior; behavior itself is only an input or "casual" variable. The technology is an orderly set of procedures for converting human potential into human capital. Specific topics included in the theoretical consideration are worthy performance, measuring competence, and behavior modeling. Applications include performance analysis models; knowledge policy, strategy and tactics; and motivation.
