Abstract: A 1987 US General Accounting Office report for supplementary food program managers, administrators, and policy makers provides the testimony of the Associate Director of the Resources, Community, and Economic Division to the House Committee on Agriculture and the Senate Committee on Agriculture, Nutrition, and Forestry of the US Congress concerning how food stamp program eligibility should be determined. This testimony covers: the problem of improper food stamp denials or terminations and its prevalence; concerns relevant to USDA's adjustment to states' error rates for not completing quality control reviews; and comments on the US National Academy of Sciences' recommendations for resolving the backlog of outstanding food stamp error-rate sanctions that USDA levied against most states. Specific recommendations to resolve these perceived problems are included.
