Extract: A variable degree of success has been achieved in reaching the objectives of the feed grains policy. the present policy is oriented toward a free market without a commitment for ensuring its success. the distribution of the costs and benefits under the program is not consistent with that which would be achieved under operation of a free market. the problems attached to attempting to obtain by regulation and the political process an economic distribution of the costs and benefits attached to the marketing of feed grains remain very much in evidence. as a result pressure for further changes in the policy can be anticipated. discussion, pp 82-87.
