Abstract: This report addresses the question, "why do so many poor women in New York City fail to receive care that would make so much difference in their lives and in the life chances of their children? The results of the survey reveal that poor women abandon available services for several reasons including a shortage of primary care in the neighborhoods where they live, cursory examinations, long waits, failure to communicate with non-English speakers, and cultural insensitivity. Several recommendations are made to address these problems : simplify application for Medicaid and expand Medicaid eligibility; increase the number of primary care facilities in poor communities; and require private insurers to include minimum basic benefits for primary care, maternal care and newborn services.
