State and local government and public-private partnerships
1989
Colman, William G.
Colman seeks to analyze the present legal, structural, financial, and political underpinnings of those policy and functional areas of domestic government that seem to be the most critical nationally. He argues that the center of domestic governance is the United States in shifting significantly from Washington to state capitals, country courthouses, and city halls. He describes the emerging issues: the decline of the Federal domestic role especially in intergovernmental finance; the growth of public-private partnerships, including privatization; and the problem of helping the urban underclass out of poverty.
