Against the background of the challenges resulting from the implementation of the Water Framework Directive, the question arises of how water-use fees can make a useful contribution to the efforts to achieve the intended goals. Arguments in favour are considerations of environmental economy as well as the legal requirement of cost coverage resulting from Article 9 WFD. This report deals with the experience gathered in Germany and analyses the question of how fees on sewage discharge and water abstraction may help to achieve WFD goals and could even serve as a model for extending fees to novel uses. Criteria are presented by means of which fees can be assessed for suitability on a sectoral basis. The study has shown that a comprehensive fee including all water uses is not really practicable. While the conventional practices in water-resources management and agriculture are appropriate, especially the use of fees involving aspects of water conservation to be levied on hydro-power and navigation appear to be ambivalent.
