In April 1997, Carol Browner, Administrator of the United States Environmental Protection Agency, and Sergio Marchi, Minister of Environment for Canada, signed the Great Lakes Binational Toxics Strategy (Environment Canada and the United States Environmental Protection Agency, 1997), culminating three years of negotiations between the two governments to further reduce chemical contamination of the Great Lakes ecosystem. This paper focuses on three main aspects of the Strategy, including the policy and program content within which the Strategy was developed and finally, the degree and nature of public interest and involvement in the development of the Strategy.
