Many consumers are not aware of the nutritional value of carbohydrates and starches in general or of wheat and wheat foods in particular. Efforts to create a wheat and wheat foods foundation began in the 1960's; in 1977 the Wheat and Wheat Foods Research and Nutrition Act was passed with the farm bill. An ad hoc committee has developed an action program to educate the public on the present value of wheat foods and to maximize nutritional and economic value of wheat foods through research. A referendum will be conducted in late 1979 to create the Wheat Industry Council to carry out this program. Assessments on processed wheat at rates varying from 1| per hundredweight to a maximum of 5| per hundredweight are expected to produce from $2 to $10 million annually to fund the program.
