En el marco de la Especialización de Gerencia de los Recursos Naturales, se desarrolla el presente trabajo de investigación, el cual tiene como objetivo analizar la interdependencia entre el agua potable y el desarrollo urbano de Bogotá. Es el análisis de esa relación la que permite cuestionar la sostenibilidad a largo plazo de la oferta hídrica actual pues, si bien existen obras de ampliación y optimización realizadas por la Empresa de Acueducto y Alcantarillado de Bogotá (EAAB) la ciudad también enfrenta una dinámica de crecimiento población y desarrollo urbano que parece no tener reversa. En ese contexto, esta investigación se centró en una de las sinergias en dónde tanto el crecimiento urbano de la ciudad de Bogotá y la oferta hídrica que confluyen en los últimos 10 años, específicamente en los criterios utilizados por la EAAB al otorgar los certificados de disponibilidad del servicio de acueducto para licencias urbanísticas. Con el estudio de estos certificados se espera identificar si influye o no la oferta hídrica para su emisión, así como ofrecer recomendaciones para un desarrollo urbano sostenible y equilibrado con el recurso hídrico de la ciudad. La metodología empleada se basó en la revisión de información secundaria de normativa local y nacional, estudios y artículos sobre la temática, así como también cartografía relacionada con la temática de estudio. Adicionalmente, como información primaria, se realizaron entrevistas a expertos en áreas técnicas, ambientales e institucionales de la EAAB y de la academia y se analizó una muestra de certificados de disponibilidad del servicio de acueducto. Lo investigado se contrastó entre sí, de forma que la investigación buscó la triangulación de datos. Finalmente, los resultados obtenidos de la investigación fueron analizados mediante la elaboración de una matriz de fortalezas, oportunidades, debilidades y amenazas. Este ejercicio arrojó aspectos que fueron tratados y evaluados, a través de una matriz multicriterio, con el fin de identificar las problemáticas con mayor incidencia en la relación estudio de esta investigación. Con base en ello, y de manera propositiva, la investigación sugiere acciones de política pública intersectorial para abordar las problemáticas encontradas en el desarrollo del presente trabajo.

This research project is presented as part of the Specialization in Natural Resources Management of the Universidad Distrital Francisco José de Calda. The aim of the research is to analyze the interdependence between drinking water supply and urban development in Bogotá. The analysis of the aforementioned relation raised the question about the long-term sustainability of the current water supply system. Even Though the supply system includes its expansion and optimization efforts haven taken place by the Bogotá Aqueduct and Sewerage Company (EAAB), at the same time it faces urban expansion, population growth and a dynamic urban development that seems irreversible. In this context, this research focuses on the synergy of urban growth and drinking water supply, specifically it focuses on the criteria used by the EAAB for granting certificates of drinking water availability for urban licenses. The study of these certificates seeks to identify whether or not the potable water supply of the City influences the issuance of the building licenses and provides recommendations for sustainable urban development in relation to the city's water resources. The methodology employed for the research involved the review of secondary information such as local and national regulations, studies, articles, and relevant cartography. In addition, primary information was gathered through interviews with technical, environmental, and institutional experts from the EAAB and the academia, as well as an analysis of a sample of potable water availability certificates. The data was cross-referenced and triangulated to ensure the reliability of the research. Finally, the results from the investigation were analyzed through the elaboration of a SWOT analysis (strengths, opportunities, weaknesses and threats). This exercise highlighted issues that, afterwards, were assessed through a multi-criteria matrix. The multi-criteria matrix showed the issues with the highest incidence in the studied synergy of the current research. Based on this, the research suggests criteria and intersectoral public policy actions to address the results.
