The effectiveness of the project to improve the safety of reindeer herds | Эффективность проекта повышения сохранности поголовья северного оленя

Inglés. Improving the safety of the reindeer population is one of the most important factors in the restoration and development of reindeer husbandry. The organization of grazing has a significant impact on the safety of livestock. To solve this problem, it is invited to improve the quality of reindeer herding dogs used by reindeer herders. A project to create a kennel for breeding and training Samoyed Laika for the subsequent sale of dogs to reindeer herding farms in the Far North has been developed. The main potential beneficiaries of the project, reindeer herding farms, which will acquire dogs specially bred and trained for grazing reindeers. The assessment of the effectiveness of the breeding kennel construction is carried out according to the international methodology for the analysis of investment projects. It is rested on the dynamic indicators that take into account future financial benefits, capital and operational expenses, as well as lost net benefits from alternative use of capital and in case of rejection of the project. The effects are evaluated both for the initiator of the project and for its other participants. A mechanism is proposed for the fair distribution of project revenues among participants by equalizing their Benefit/Cost Ratios. The results of cash flow calculations indicate the significant effectiveness of the project for reindeer herders who purchase dogs in the kennel. However, the feasibility of the project remains doubtful even for is initiator, unless an agreement is reached on participation in financing of kennel building by reindeer herding farms. The study showed that the participants would be financially interested in the joint implementation of the project if the capital investments for the creation of a kennel are distributed in proportion to the number of dogs purchased, with reference to the dynamics of additional income flow from improving the safety of the reindeer population. The discounted Benefit may exceed the discounted Cost Ratios 5 times.

Ruso. Повышение сохранности поголовья северного оленя - один из важнейших факторов восстановления и развития оленеводства. На сохранность поголовья существенное влияет организация выпаса. Для решения данной задачи предлагается повысить качество оленегонных собак, используемых оленеводами. Разработан проект создания питомника для разведения и обучения ненецкой лайки с последующей реализацией собак в оленеводческие хозяйства Крайнего Севера. Основными потенциальными бенефициарами проекта могут стать оленеводческие хозяйства, которые будут приобретать собак, специально выведенных и обученных для выпаса оленей. Оценка эффективности строительства питомника проводится по международной методике анализа инвестиционных проектов. Она опирается на динамические показатели, учитывающие будущие финансовые поступления, капитальные и текущие расходы, а также упущенные чистые выгоды от альтернативного использования капитала и в случае отказа от реализации проекта. Оцениваются эффекты как для инициатора проекта, так и для других его участников. Предлагается механизм справедливого распределения доходов от проекта между участниками путем выравнивания частных показателей отношения суммарных приростов выгод к приростам затрат. Результаты расчетов денежных потоков свидетельствуют о значительной эффективности проекта для оленеводов, приобретающих собак в питомнике. Однако реализуемость проекта остается сомнительной даже для его инициатора, если не будет достигнута договоренность об участии в финансировании строительства питомника со стороны оленеводческих хозяйств. Исследование показало, что участники будут финансово заинтересованы в совместной реализации проекта, если капитальные вложения на создание питомника будут распределены пропорционально количеству приобретаемых собак с учетом динамики поступления дополнительных доходов от повышения сохранности поголовья оленей. Сумма дисконтированных приростов поступлений может превысить сумму дисконтированных приростов затрат в 5 раз.
