Mechanisms for implementing the provisions of climate change international legal treaties in the forestry sectorof the Russian Federation

The purpose of the study was the scientific substantiation and development of mechanisms for the implementation of the provisions of international legal treaties in the field of climate change in the forestry sector of the Russian Federation, which define the rules, conditions and procedures for actions related to reducing emissions and increasing the absorption of greenhouse gases, as well as adaptation to climate change. The objectives of the study included an analysis of the provisions of international legal treaties and relevant decisions adopted by the UNFCCC in the field of climate change in the forestry sector, with the aim of further assessing the prospects for their implementation in the activities of authorized government bodies of the Russian Federation, including the development of procedures. The empirical basis of the study was made up of international legal acts (international treaties of a universal nature and acts of international organizations) and acts of national law of the Russian Federation regulating relations in the implementation of climate policy. Based on the analysis of the content of the provisions of international legal treaties, international legal acts, methodological support and reference documents, mechanisms for implementing the provisions of international legal treaties in the field of climate change into the forestry sector of the Russian Federation are proposed, which will include measures aimed at creating a regulatory and legal system and reference documentation and keeping it up to date. The mechanism proposed by the authors meets the criteria of clarity, consistency and transparency of the provisions of legal agreements at different levels, is universal in nature, and also takes into account the peculiarities of classifying processes and activities in forestry into the categories of low-carbon development, mitigation, and adaptation to climate change.
