LA PESQUERÍA DE CALAMAR GIGANTE EN BAJA CALIFORNIA SUR: INTERACCIÓN ENTRE FLUCTUACIONES DEL RECURSO, INDUSTRIA PROCESADORA, ECONOMÍA Y SOCIEDAD

"El presente trabajo analiza la información sobre la industria calamarera instalada en B.C.S., así como los indicadores de crecimiento en la pesquería y sus impactos económicos y sociales en la región donde opera. La pesquería de calamar gigante (Dosidicus gigas) en Santa Rosalía, B.C.S., en el litoral del Golfo de California, comienza en 1974, aumentando la producción año con año hasta alcanzar las 22,464 toneladas en 1980. Dos años más tarde el recurso desaparece, sin que hasta la fecha exista una explicación convincente ante dicho fenómeno. A partir de 1989, el recurso vuelve a presentarse en cantidades significativas aumentando nuevamente año con año hasta las 83,000 toneladas en la temporada 1997. El incremento en la producción del recurso, y la creciente demanda internacional de productos elaborados a base de calamar, han sido factores detonantes para identificar a la industrialización del calamar como una oportunidad de inversión. Esta situación ha motivado la instalación y reconversión de 16 plantas calamareras en la entidad, lo que representa el 35% de la planta industrial pesquera de B.C.S. Dicho crecimiento industrial ha generado importantes beneficios económicos y sociales, entre los que destacan: valor de la producción industrial de 53 millones de dólares; significativo impacto en actividades pesqueras comerciales del país (45 y 35 millones de dólares en 1996 y 1997, respectivamente por exportación de calamar); generación de más de 2,000 empleos directos y 2,000 indirectos, etc. Sin embargo, a pesar de los beneficios que ha generado esta industria, la actividad como una oportunidad de inversión se considera altamente riesgosa, debido principalmente a las elevadas fluctuaciones en abundancia y disponibilidad que presenta el recurso. Es por esto que se recomienda fortalecer el análisis de las fluctuaciones del recurso y vincularlo con el desempeño de otras fases de la pesquería, dado el gran impacto que la actividad muestra en la economía y desarrollo social de la región."

"The present work analyzes the information on the squid industry installed in B.C.S., as well as the fishery’s growth indicators, and their economic and social impacts in the region were operates. The giant squid fishery (Dosidicus gigas) at Santa Rosalia, B.C.S., on the Gulf of California coast starts in 1974, increasing its production year by year to reach 22464 tons in 1980. Two years later the resource disappears, without convincing explanation up to date for that phenomenon. Since 1989 the resource is present again in significant quantities increasing again year by year to 83000 tons in the 1997 season. The increase in the production of the resource and the increasing international demand for products based on squid have been starting factors to identify squid industrialization as an investment opportunity. This situation has motivated the installation and conversion of 16 squid facilities in the state representing 35% of the B.C.S. fishing industry facilities. Such industry growth has generated important economic and social benefits, among which stand: a 53 million U.S. dollars industry production value; significant impact on the commercial fishing activities of the country (45 and 35 million U.S. dollars in 1996 and 1997, respectively as squid exports); generation of 2000 direct employment and 2000 indirect, etc. However, in spite of the benefits this industry has generated the activity as an opportunity for investment is considered as highly risky, due mainly to the high fluctuations in abundance and availability the resource presents. Therefore it is recommended to strengthen the analysis of resource fluctuations and link it to the behavior of other phases of the fishery because the large impact the activity has on the regional economy and social development."
