Determinación de indicadores de valoración económica ambiental para la evaluación del impacto ambiental de la Reserva Forestal Bosque de Yotoco localizada en el Departamento del Valle del Cauca, Colombia

En el presente trabajo se realizó la valoración económica de la reserva forestal bosque de Yotoco, localizada en el municipio de Yotoco Valle del Cauca. Para realizar el trabajo de valoración económica primero se realizaron 148 encuestas a la población visitante de la reserva y a la comunidad que habita en el área de influencia. De las en cuestas se obtuvo las siguientes variables. Número de visitas, costo viaje persona, objetivos del viaje, edad promedio de los visitantes, salario que devengan y nivel educativo. Estas variables sirvieron para determinar el valor económico ambiental de la reserva. El valor económico se obtuvo aplicando el método de costo – viaje (MCV). El valor que pagarían por los beneficios que brinda la reserva fue de $20.000. Los resultados sirven de herramienta para la toma de decisiones por parte de las entidades encargadas de la gestión ambiental de la reserva, y permite tener una idea de los beneficios sociales obtenidos por la conservación del espacio natural. Se realizó la evaluación ambiental a tres indicadores obtenidos de la valoración económica, entre los que están investigación, educación y recreación pasiva. La evaluación se realizó bajo la metodológica propuesta por Arboleda (1994), la cual busca Identificar y evaluar los impactos generados por la ejecución de un proyecto sobre las condiciones medioambientales que pueden resultar afectadas. El resultado de la evaluación permitió determinar seis posibles impactos que se podrían presentar por la ejecución del proyecto y su significancia para el proyecto. De acuerdo a lo obtenido en la evaluación de impacto ambiental se construyeron siete fichas de manejo ambiental. Se consideró la secuencia de etapas de la evaluación ambiental del proyecto de valoración económica, se destaca la identificación de acciones del proyecto desencadenantes de impactos, y los factores del medio susceptibles de recibir los efectos, la predicción, caracterización y dimensión de los impactos, para llegar finalmente a determinar las medidas correctivas y preventivas que se deben aplicar para llevar a cabo el proyecto produciendo el menor impacto.

In the present work the economic valuation of the natural reserve Yotoco forest was realized, located in the municipality of Yotoco Valle del Cauca. In order to carry out the economic valuation work, 148 surveys were carried out to the visiting population of the reserve and to the community that lives in the area of influence. The following variables were obtained from the surveys. Number of visits, Person travel cost, travel goals, average age of visitors, salary and educational level. These variables were used to determine the environmental economic value of the reserve. The economic value was obtained by applying the cost - travel method (MCV). The results serve as a tool for decision-making by the entities responsible for the environmental management of the reserve, and allows to have an idea of the social benefits obtained by the conservation of the natural space. The environmental evaluation was carried out to three indicators obtained from the economic valuation, among which are research, education and passive recreation. The evaluation was carried out using the methodological proposed by Arboleda (1994), which seeks to identify and evaluate the impacts generated by the execution of a project on the environmental conditions that may be affected. The result of the evaluation allowed to determine six possible impacts that could be presented by the execution of the project and its significance for the project. According to the obtained in the environmental impact assessment, seven environmental management cards were constructed. The sequence of stages of the environmental assessment of the economic valuation project was considered. It highlights the identification of project actions that trigger impacts, and the environmental factors likely to receive the effects, the prediction, characterization and dimension of the impacts, for Finally, to determine the corrective and preventive measures that must be applied to carry out the project with the least impact.
