Determinantes do uso de tecnologia em sistemas alternativos de produção rural familiar do Vale do Acre | Determination of the technology use in alternative systems of family rural production of the Acre Valley

O baixo nível de renda dos produtores rurais familiares do Vale do Acre, na Amazônia brasileira, traz como conseqüências dois grandes entraves ao desenvolvimento da região: a devastação da floresta, pela necessidade de se obterem ganhos a qualquer custo, e o êxodo rural dos que não conseguem subsistir no campo. Este problema é tratado pela literatura sob a perspectiva de alternativas tecnológicas aos sistemas de produção rural predominantes (agrícola e extrativista), apontando como alternativa principal o sistema agroflorestal, que busca conciliar aumento de renda do produtor com conservação dos recursos florestais. Este estudo objetiva investigar o processo de determinação do uso de tecnologia moderna e da participação de pequenos produtores rurais nos sistemas extrativista, agrícola e agroflorestal no Vale do Acre. A discussão aqui estabelecida busca comprovar a hipótese de que o estabelecimento e a predominância do sistema agroflorestal na região dependem do incentivo governamental, materializado, principalmente, em políticas de concessão de crédito, entre outras. Com base em dados sobre os sistemas extrativista, agrícola e agroflorestal, contata-se que o nível de adoção e disseminação de tecnologia entre os produtores estudados revela-se acentuadamente baixo, destacando o sistema agroflorestal como o que mais gasta com modernas práticas de produção. As variáveis que tiveram maior efeito positivo sobre a adoção de tecnologia foram o crédito e o índice de capitalização dos produtores, materializado na relação entre capital constante e valor total da força de trabalho empregada, enquanto a participação da força de trabalho familiar no total de trabalho empregado e a distância que separa a propriedade dos centros urbanos tiveram maior efeito negativo. Esses resultados foram ratificados em entrevistas feitas com produtores dos sistemas agrícola e extrativista. A análise dos determinantes da participação dos produtores nos sistemas de produção estudados permite concluir que quanto maior o volume de crédito concedido e a capitalização do produtor e quanto menores forem a distância que separa as propriedades dos centros urbanos e a força de trabalho familiar empregada, maior será a possibilidade de um produtor pertencer ao sistema agroflorestal. Desse modo, de acordo com as atuais características dos produtores e das propriedades rurais da região, o sistema agrícola é o que desperta maior interesse entre os produtores, com 95% de chance de um produtor optar por esse sistema de produção. Esta constatação demonstra que o empenho governamental em fazer prevalecer na região o sistema agroflorestal deve ser tão intenso quanto duradouro e baseado em políticas que influenciem o processo de tomada de decisão do produtor, evidenciando a ênfase nas variáveis crédito, índice de capitalização e, para futuros assentamentos de produtores, distância das propriedades aos centros urbanos, que foram as variáveis sujeitas à intervenção governamental que, na amostra estudada, mostraram maior associação com o uso do sistema agroflorestal.

The low level of income of the rural familiar producers in Acre Valley, Brazilian Amazonian, has consequently caused two great obstacles to the development of the area: the forest devastation due to the needs for obtaining gains by all means, and the rural exodus of those who could not survive in the field. This problem is treated in literature under the perspective of technological alternatives to the predominant systems of rural production (agricultural and extractivist), by pointing out the agroforestry system that looks for reconciling the increase of the producer's income with the conservation of the forest resources as the main alternative. This study, aims at the investigation of the determination process in the use of the modern technology and the participation of small systems rural in Acre producers into the extractivist, Valley. The present discussion agricultural searches and to agroforestry confirm the hypothesis that the establishment and predominance of the agroforestry system in the area depend on government incentive, mainly materialized in policies of credit concession, among others. Based on data of the extractivist, agricultural and agroforestry systems, it is verified that the levels of adoption and technology dissemination among those producers are revealed as strongly low, highlighting the agroforestry system as the one more spending with modern production practices. The variables showing the highest positive effect on technology adoption were the credit and the capitalization ratio of the producers that materialized into the relationship between the constant capital and the total value of the used labor force, whereas the participation of the family labor force into the used total work as well as the distance separating the property from the urban centers had higher negative effects. These results were ratified through interviews performed with producers in the agricultural and extractivist systems. The analysis of the determinants on producers' participation into the studied production systems allows to conclude that as larger is the volume of granted credit and the producer's capitalization and as shorter are the distance separating the properties from the urban centers and the used family work force, the greater the possibility a producer to belong to the agroforestry system. Thus, according to the actual characteristics of the producers and the rural properties in the area, the agricultural system is the one stimulating the producers' greater interest with 95% chance a producer to opt for this production system. This verification shows that the government interest to give priority to the agroforestry system in the region should be so intense as durable, as well as based on policies that would influence the decision-making process of the producer, so emphasizing the variables credit, capitalization ratio and the distance from property to the urban centers for future settlements of the producers, that were the variables subjected to governmental intervention that showed a greater association to the use of the agroforest system in the studied sample.
