Rødlister. Fra fundament til forvaltning

Rødlista for arter utgjør en viktig del av beslutningsgrunnlaget for forvaltning av norsk natur. Målet med dette prosjektet har vært å styrke og utvikle verktøy for forvaltning av biologisk mangfold knyttet til rødlista. Det er viktig med økt kunnskap både når det gjelder rødlistas rolle i samfunnsdebatten, grunnlaget for rødlisting av arter, rødlistearters forekomster og utvikling, samt forvaltningsstrategier i forhold til rødlistearter. I dette prosjektet har vi tatt for oss slike problemstillinger på de ulike trinnene i forvaltningen av sjeldne og truete arter fra fundamentet av natur- og samfunnsvitenskap, via etablering av rødlister (trinn 1) og lokalisering av rødlistearter (trinn 2), til den praktiske forvaltningen av rødlistete arter (trinn 3). Samfunnsmekanismer rundt opprettelse og anvendelse av rødlista omtales i en egen rapport (Jørstad & Skogen 2008). Her rapporterer vi de naturvitenskapelige resultatene fra prosjektet. Vårt bidrag til etablering av rødlister (trinn 1) er en ny metode for levedyktighetsanalyse basert på forekomstdata. Med IUCN-kriteriene, som de siste revisjonene av den norske rødlista baseres på, vektlegges kvantitative levedyktighetsanalyser som grunnlag for rødlisting i større grad enn tidligere. De fleste etablerte metoder for levedyktighetsanalyser krever imidlertid data om demografi og populasjonsutvikling over tid, men for mange arter finnes bare informasjon om sted- og tidfestede forekomster (vitenskapelige samlinger, herbarier, krysslister, osv.). Vi har utviklet en metode for levedyktighetsanalyse basert på forekomstdata, som muliggjør levedyktighetsanalyse for langt flere arter (kapittel 2). Denne metoden kan gi realistiske estimater av utdøingsrisiko fra forekomstdata, hvis man tar hensyn til observasjonsusikkerhet i analysen. Metoden bør imidlertid bare brukes der datagrunnlaget er tilstrekkelig. Med foreliggende data for Norge, er det mulig å beregne trender og levedyktighet for en del karplanter, og noen sopp, insekter og lav. For mange artsgrupper krever forvaltning av rødlistearter koblinger til miljøegenskaper som muliggjør lokalisering av artene og miljøer de trives i (trinn 2). Vi har analysert forholdet mellom arter og miljøvariabler i hotspots for enkelte store grupper av rødlistearter: hul eik og kalklindeskog (kapittel 3). For hule eiker har vi sett på betydningen av miljøvariabler knyttet til enkelttrær og omgivelser for rødlistete billearter, og utviklet prediksjonsmodeller for artsrikdom basert på disse miljøvariablene. Vi ser klare forskjeller mellom billesamfunn i hul eik i skog og kulturlandskap, mellom trær med ulike egenskaper (f.eks. omkrets, hulrom, dødved i omgivelser) og mellom hulrom og krone i enkelttrær. Slik variasjon kan brukes til å predikere hotspots, og må tas hensyn til i forvaltningen, men er foreløpig vanskelig å knytte til kart fordi stedfestet informasjon om relevante miljøvariabler mangler. For kalklindeskoger er det enklere å koble forekomster til geografisk informasjon om naturmiljø og påvirkninger. Våre analyser antyder at forekomsten av denne naturtypen er om lag halvert i forhold til ”urnaturen” i indre Oslofjord. Det er imidlertid stor geografisk variasjon i potensialet for kalklindeskog, både knyttet til topografi og arealdekke. I kalklindeskog er sannsynligheten for å treffe på rødlistearter av sopp størst i partier med mineraljord og dominans av lind og hassel, og til dels eik. Likevel finner vi flest forekomster av rødlistearter på flatere partier med moldjord og innslag av andre treslag, fordi disse miljøbetingelsene er vanligst i landskapet. God praktisk forvaltning av rødlistearter (trinn 3) forutsetter omfattende kunnskap om arter i konkrete landskaper og en måte å systematisere denne på i forhold til virkemidler og tiltak, dvs. en forvaltningsplan.

The Red list for species is an important basis for decisions in Norwegian nature management. The goal of this project has been to strengthen and develop tools for management of biodiversity in connection with the Red list. Improvements are needed in our knowledge of the role of the Red list in the public debate, the scientific basis for red-listing of species, occurrences and development of red-listed species, as well as management strategies for red-listed species. In this project we address these issues at the different steps of the managment of rare and threatened species from the scientific basis, via Red list establishment (step 1) and localisation of red-listed species (step 2), to the practical implementation of management for red-listed species (step 3). Social and societal mechanisms in the establishment and application of the Red list is covered in a separate report (Jørstad & Skogen 2008). Here, we report the resutls from the natural science parts of the project. Our contribution to the establishment of Red lists (step 1) is a novel method for population viability analysis based on species occurrence data. The Norwegian Red list is now based on the IUCN-criteria, which emphasize quantitative viability analyses as a basis for red-listing. However, most established methods for population viability analysis require demographic or population time series data that are only available for a limited number of species. We have developed a method based on occurrence data (scientific collections, herbaria, check lists, etc.) that facilitates viability analysis for a wide range of species (chapter 2). By accounting for observation error in occurrence data, this method gives realistic estimates of population trends and quasi-extinction risk. The method should only be applied to data of sufficient quality. With the current available data in Norway it is possible to estimate trends and viability for a number of vascular plants, and some fungi, insects and lichens. For many taxonomic groups the management of red-listed species requires links to environmental conditions that make it possible to locate the species and their preferred habitats (step 2). We analyzed the relationship between species and environmental variables in hotspots for large groups of red-listed species: hollow oaks and calcareous linden forest (chapter 3). For hollow oaks we investigated the importance of environmental variables associated with trees and their surroundings for red-listed beetles, and developed prediction models for species richness based on these variables. We found clear differences in beetle communities between hollow oaks in forests and cultural landscapes, between trees with different properties (e.g. diameter, cavities, dead wood in surroundings), and between cavity and crown in single trees. This variability can be used to predict hotspots, and must be considered in management, but is currently hard to connect to maps because of a lack of geographical information on relevant environmental variables. For calcareous linden forests it is easier to make the connection to geographical information on environment and human pressures. Our analyses suggest that the calcareous linden forests are reduced by approximately 50% compared to its potential in the inner Oslofjord area. However, there is substantial geographical variation in the potential for such forests, due to variation in topography and land cover. Within calcareous linden forests the probability of encountering redlisted species of fungi is highest in areas with mineral soil dominated by linden and hazel, and to some extent oaks. The largest number of red-listed species is nevertheless found in flatter areas with higher mould content and other tree species present because these conditions are most common in the landscape. Management of red-listed species (step 3) requires comprehensive knowledge of species in specific landscapes as well as a systematic approach for connecting this knowledge to managment measures, i.e. a management plan. We outline how such managment plans may be developed for two specific study areas (Larvik and Lunner municipalities), representing biodiversity hotspotregions where a large number of observations on major groups of red-listed species (insects and fungi) have been recorded over the years (chapter 4). This study suggests that geographical data can be used to optimize managment measures to cover red-listed species, and that there is a substantial potential for improvement of existing management in this respect. In our study areas 30-40% of the known occurrences of red-listed fungi are in areas without any specific biodiversity management. Targeted planning and local measures adapted to the distribution and area needs of different species groups (e.g. calciphilous vs. dead-wood species) will increase the coverage of more red-listed species with a relatively low area effort, although the ambitions for forest protection should probably be higher in hotspot-regions (10-15%) than the current national goal (5%) to maintain red-listed species at the current level. Our project has contributed new research and management tools connected to the Red list. We suggest that the establishment and practical application of the Red list will benefit from a careful consideration of the societal context (Jørstad & Skogen 2008), application of quantitative methods for viability analysis, countinuous development of mapping and monitoring of biodiversity and relevant environmental variables and human pressures, as well as a systematic planning approach to protect and manage biodiversity.
