O Programa Nacional de Alimentação Escolar (PNAE) no município de Santo Antônio da Patrulha - RS

A presente pesquisa analisou o funcionamento do Programa Nacional de Alimentação Escolar (PNAE) no município de Santo Antônio da Patrulha (SAP), RS, a partir de uma pesquisa de cunho quali-quantitativo com questionários semiestruturados com agricultores familiares, EMATER, Sindicato dos Trabalhadores Rurais e Secretaria Municipal da Educação. A partir da revisão de literatura buscamos conhecer o histórico da lei do PNAE, os conceitos de agricultura familiar e do desenvolvimento do campo. A relação entre a agricultura familiar e a política do PNAE nos remete para o entendimento que Lamarche (1999) apresenta sobre os agricultores familiares, pois segundo ele, os mesmos organizam suas estratégias, vivem suas lutas e fazem suas alianças em função destes dois domínios: a memória que guardam de sua história e as ambições que têm para o futuro. Os dados coletados na pesquisa permitiram um mapeamento sobre a diversificação dos produtos, a aquisição dos mesmos junto aos agricultores familiares e a distribuição para as escolas estaduais e municipais, possibilitando maior qualidade da merenda escolar e, ao mesmo tempo, o fortalecimento da agricultura familiar no município de SAP.

The present study analyzed the functioning of the National School Feeding Program (PNAE) in the municipality of Santo Antonio da Patrulha (RS), Brazil, based on qualitative and quantitative research with semi-structured questionnaires with family farmers, EMATER, of Rural Workers and Municipal Secretary of Education. From the literature review we seek to know the history of the PNAE law, the concepts of family agriculture and the development of the field. The relationship between family farming and PNAE policy leads us to the understanding that Lamarche (1999) presents about family farmers, because according to him, they organize their strategies, live their struggles and make their alliances in relation to these two domains: the memory they keep of their history and the ambitions they have for the future. The data collected in the research allowed a mapping on the diversification of products, the acquisition of these products with the family farmers and the distribution to the state and municipal schools, enabling a better quality of school meals and, at the same time, strengthening family farming in the municipality of SAP.
