Analysis of emergency reports of clinical abnormality in poultry to improve high pathogenic avian influenza emergency prevention

To allow the early diagnosis of highly pathogenic avian influenza (HP AI) and the subsequent initial response promptly and accurately, we analyzed 708 reported cases of clinically abnormal poultry from 2012 to 2017. A total of 399 cases (56%) were the results of obvious accidents and incorrect artificial management practices. In 233 cases (33%), the cause of death could be identified from clinical symptoms and autopsy results. In 76 cases (11%), on-site inspection at the farm revealed the absence of HP AI. Therefore, first priority of on-site inspection was when the disease could not be denied from the content of the report. Even for disease cases that did not show improvement during follow-up, on-site inspection was conducted. During the on-site inspection, an emergency prevention plan was created and an ex-post evaluation of the plan was conducted with relevant organizations.
