Norwegian Institute for Nature Research This report presents the findings of Work Package 2 in the EUROSTAT Grants project Ecosystem accounting, General Models and Recreation services”, focused on testing a new tool for generating ecosystem services accounts for Norway. The report is produced by the Norwegian Institute for Nature Research (NINA) and serves as a reference for statisticians in utilizing INCA-Tool for creating ecosystem accounts in Norway. The main objective of the report is to evaluate INCA-Tool, a comprehensive model designed to map and assess ecosystem services according to EUROSTAT’s reporting standards. The services include wood and crop provision, pollination, global climate regulation, local climate regulation, soil retention, air filtration and flood control. Key highlights of the report include: •A detailed background on the INCA-Tool, including its purpose, design, and the ecosys-tem services it models. The report also discusses the necessary input data, and the cri-teria used for selecting relevant datasets. •A description of the setup and methodology for testing INCA-Tool for Norway, showinghow INCA-Tool was adapted to local data availability. This includes a list of evaluationcriteria for assessing the tool’s usefulness, as well as an overview of all tested inputdatasets. •A presentation of the outputs generated by the INCA-Tool’s ecosystem services modelsat the Norwegian national level, including maps and reporting tables that are formattedto be compatible with EUROSTAT reporting requirements. •The results of the evaluation of INCA-Tool for supporting the creation of ecosystem services accounts for Norway. The input data, models and outputs were evaluated for theirspatial resolution, temporal resolution, accuracy and data availability. •A discussion on the INCA-Tool outputs and their evaluation for use in generating ecosystem services accounts for Norway. We found that INCA-Tool has potential to supportthe creation of ecosystem services accounts, especially thanks to its compatibility withEuropean standards for ecosystem accounting, its user-friendliness through using aQGIS plugin and the provision of default input data, as well as its potential for furtherdevelopment. However, the tool’s potential is limited for the moment, primarily becauseof lack of input data for Norway, the relatively low accuracy of some of the models, andtechnical issues with using the model. This also means that for any other purpose thanfulfilling the minimum reporting requirements, INCA-Tool’s output needs to be criticallyevaluated. Further development of the tool, combined with further development of inputdata generation, can possibly mitigate these issues.

Norsk institutt for naturforskning Denne rapporten presenterer funnene fra Arbeidspakke 2 i EUROSTAT Grants-prosjektet «Økosystemregnskap, Generelle modeller og Rekreasjonstjenester», med fokus på testing av et nytt verktøy for å vurdere økosystemtjenester i naturegnskap for Norge. Rapporten er utarbeidet av Norsk institutt for naturforskning (NINA) og fungerer som en referanse for statistikere som bruker INCA-Tool for å lage naturregnskap i Norge. Hovedmålet med rapporten er å evaluere INCA-Tool, en omfattende modell utviklet for å kartlegge og vurdere økosystemtjenester i henhold til EUROSTATs rapporteringsstandarder. Tjenestene omfatter bla. tømmer- og matproduksjon, pollinering, global klimaregulering, lokal klimaregulering, jorderosjonskontroll, luftfiltrering og flomkontroll. Hovedpunktene i rapporten inkluderer: •En detaljert bakgrunn om INCA-Tool, inkludert dets formål, design og hvilke økosystemtjenester det modellerer. Dette inkluderer en liste over evalueringskriterier for å vurdere verktøyets nytte, samt en oversikt over alle testede inndatasett. •En presentasjon av resultatene fra økosystemtjenestemodellene i INCA-Tool på nasjonalt nivå for Norge, inkludert kart og rapporteringstabeller som er formatert for å værekompatible med EUROSTATs rapporteringskrav. •Resultatene av evalueringen av INCA-Tool for å støtte opprettelsen av økosystemtjenesteregnskap for Norge. Vi fant at INCA-Tool har potensial til å støtte opprettelsen av økosystemtjenesteregnskap, spesielt på grunn av dets kompatibilitet medeuropeiske standarder for naturregnskap, brukervennlighet gjennom en QGIS-plugin ogtilgang til forhåndsdefinerte inndata, samt potensialet for videreutvikling. Imidlertid erverktøyets potensial for øyeblikket begrenset, hovedsakelig på grunn av mangel på inndata for Norge, den relativt lave nøyaktigheten til noen av modellene, og tekniske utfordringer knyttet til bruken av modellen. Dette betyr også at for ethvert annet formål enn åoppfylle minimumskravene til rapportering, må resultatene fra INCA-verktøyet vurdereskritisk. Videre utvikling av verktøyet, kombinert med bedre generering av inndata, kanmuligens avhjelpe disse utfordringene.
