Vorratsschutz im Kontext der Bewertung von Pflanzenschutzmitteln und Biozidprodukten | Stored product protection with regard to the assessment of products for plant protection and biocidal products

Eine der wichtigsten Maßnahmen zum Schutz von Pflanzen und Pflanzenerzeugnissen vor Schadorganismen und somit zur Verbesserung der geernteten Produkte ist die Verwendung von Pflanzenschutzmitteln. Die Zulassung und Verwendung dieser Mittel gegen Schadorganismen im Vorratsschutz wird durch das Pflanzenschutzgesetz und die entsprechenden europäischen Verordnungen geregelt. Für verarbeitete Erzeugnisse pflanzlichen Ursprungs gelten des Weiteren die Regelungen der Biozidgesetzgebung, soweit es sich um die Schädlingsbekämpfung handelt. Beide Regelungsbereiche berühren sich bei der gemeinsamen Lagerung von Erzeugnissen aus beiden Kategorien und zudem häufig auch im Laufe eines Verarbeitungsprozesses. Ein weiterer Abschnitt widmet sich der zonalen Aufteilung Europas in drei Klimazonen in Hinblick auf die Wirksamkeitsversuche im Rahmen der Zulassung von Vorratsschutzmitteln. Zur Verwendung in Gewächshäusern, der Behandlung nach der Ernte, der Behandlung leerer Lagerhäuser und der Behandlung von Saatgut bezeichnet der Ausdruck „Zone“ sämtliche in Anhang I der Verordnung (EG) Nr. 1107/2009 festgelegten Zonen zusammen. Für den Vorratsschutz gilt die eigentliche zonale Aufteilung somit quasi zonenübergreifend europaweit; dennoch prüfen und bewerten die nationalen Zulassungsstellen selbstverständlich die Eignung der vorgelegten Wirksamkeitsunterlagen für die vorgeschlagenen Anwendungen in Abhängigkeit von den am Lagerungsort herrschenden agroklimatischen Bedingungen.

Protection of stored plant products (products of plant origin in an unprocessed state or having undergone only simple preparation, such as milling, drying or pressing, but excluding plants) tries to avoid losses in mass and quality. One of the most important ways of protecting plants and plant products against harmful organisms is the use of plant protection products. To a significant part, the Plant Protection Act and the corresponding European Regulation determine the rules for authorisation and use of plant protection products against harmful organisms in stored plant products. The biocidal law covers pest control in those areas, where products from the field have been processed with complicated steps prior to storage. While products of both categories are stored together and also often during their manufacturing process both scopes will touch. The number and type of products for stored product protection are described in figures and tables. Another paragraph contains the consequences of the zonal division of Europe in three climatic zones for the assessment of efficacy trials for the authorisation. Stored product protection trials do not fall under this zonal division. For the purpose of use in greenhouses, as post-harvest treatment, for treatment of empty storage rooms and for seed treatment the zone means all zones defined in Annex I. Nevertheless, the national assessors judge the suitability of reports for the envisaged fields of application.
